The Warren Township Board of Education met in public session on Monday, August 10, at 7:30 A.M. at the Board Offices.  

I. CALL TO ORDER AND STATEMENT OF PRESIDING OFFICER
Re: Chapter 231 P.L. 1975
Board President, Mrs. Voorhees, called the meeting to order and read the following statement:
"The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on August 8, 2005.  This notice was on that date posted on the bulletin board in the Township Office, mailed to the Courier News and the Echoes Sentinel, and filed with the Township Clerk of the Township of Warren, all in accordance with the requirements of the Open Public Meetings Act."

The Board identified its consent agenda and took action as follows: 
On motion by Mr. Henschel, seconded by Mr. Wilpon, and approved 7-0, the Board approved the consent agenda.  Consent items are noted below.

B. FINANCE/OPERATIONS/TRANSPORTATION

B.1. Economic Development Authority (EDA) Grant for Angelo Tomaso Elementary School Roof Replacement Project
Approved the following resolution: - Consent 7-0                      

Whereas, the Warren Township Board of Education deposited the sum of $1,200,000 for various projects in the Capital Projects fund, including the cost of the Angelo Tomaso Elementary School Roof Replacement as follows:

Warren Township School District – Angelo Tomaso Elementary School Project #5470-040-05-0AVJ, and,

Whereas, the Educational Facilities construction and Financing Act provides for funding of Capital projects that meet the requirement of said act, and

Whereas, the Warren Township Board of Education received final approval of the Angelo L. Tomaso ES Roof Replacement (Plan #5470-040-05-0AVJ) from the Office of School Facilities and Financing on June 29, 2005 in the amount of $587,195 approved total cost, and

Whereas, the Warren Board of Education received a grant agreement from the New Jersey Economic and development Authority dated July 26, 2005, in support of the aforementioned project in the amount of $234,878.00 (40% of the approved eligible total cost, and

Now, therefore, be it Resolved, that the Warren Township Board of Education enter into a grant agreement and be it further authorized that the Board Secretary/School Business Administrator, Patricia A. Cranley, execute, deliver, and comply with all grant covenants and to supervise the project as sent forth in N.J.A.C. 6A: 19:32-2.2(h).

B.2.    EDA Economic Development Authority Funding Authorizations
Be it Resolved that the Board of Education approved the transfer of $352,317.00 of eligible costs from the Capital Reserve Account as permitted by the N.J.A.C. 6A: 6A-1.1 to the Capital Projects Fund for the Board’s share of the Angelo Tomaso Roof Replacement Project #5470-040-05-1000/#5470-040-05-0AVJ.    - Consent 7-0

B.3.    Economic Development Authority (EDA) Grant for Warren Township Middle School Toilet Room Upgrades
Approved the following resolution:  - Consent 7-0

Whereas, the Warren Township Board of Education deposited the sum of $1,200,000 for various projects in the Capital Projects fund, including the cost of the Warren Township Middle School Toilet Room Upgrades as follows:

Warren Township School District - Project #5470-033-04-0AVK/DOE-5470-033-04-2000 and,

Whereas, the Educational Facilities construction and Financing Act provides for funding of Capital projects that meet the requirement of said act, and

Whereas, the Warren Township Board of Education received final approval of the Warren Township Middle School Toilet Room Upgrades (Plan #5470-033-04-0AVK) from the Office of School Facilities and Financing on June 30, 2005 in the amount of $309,990 approved total cost, and

Whereas, the Warren Board of Education received a grant agreement from the New Jersey Economic and Development Authority dated July 26, 2005, in support of the aforementioned project in the amount of $123,996.00 (40% of the approved eligible total cost, and

Now, therefore, be it Resolved, that the Warren Township Board of Education enter into a grant agreement and be it further authorized that the Board Secretary/School Business Administrator, Patricia A. Cranley, execute, deliver, and comply with all grant covenants and to supervise the project as sent forth in N.J.A.C. 6A: 19:32-2.2(h).

B.4.    EDA Economic Development Authority Funding Authorizations
Be it Resolved that the Board of Education approved the transfer of 185,994.00 of eligible costs from the Capital Reserve Account as permitted by the N.J.A.C. 6A: 6A-1.1 to the Capital Projects Fund for the Board’s share of the Middle School Toilet Room Upgrades (Project #5470-033-04-2000/#5470-033-04-0AVK).  - Consent 7-0

B.5.    IDEIA Application Submission
Approved the submission of the 2005 2006 IDEIA Application to the Department of Education with the following allocations for special education programs.  - Consent 7-0

B.6.    Somerset County Educational Services Commission Services
Approved the services of Somerset County Educational Services Commission in providing related services for 22 disabled students identified in December 1, 2004 who are parentally placed in private schools and reside in Warren and the following IDEIA allocations:

Further approved the 5% administrative fee for the identification and contracting of professional services for these students by the Somerset County Educational Services Commission.    - Consent 7-0

B.8.    Refusal of No Child Left Behind Grant Allocation and Submission Funds
Approved the refusal of funds for Mountain Top School, which are to be returned in the amount of $34.00. - Consent 7-0

C. PERSONNEL/STUDENT SERVICES

C.1. Employment for the 2005-2006 School Year (Attachment 1)
Approved the application for emergent hiring for the following positions for the 2005-2006 school year under the requirements of N.J.S.A. 18A:16-1 et seq., N.J.S.A. 18A:39-17 et seq., and N.J.S.A. 6-4.14 et seq., as listed below: - Consent 7-0                      

Diane Langworth, Guidance Counselor, Woodland School, MA, Step 10, effective October 10, 2005 or sooner contingent upon release of contract from Carteret Public Schools through June 30, 2006.

XII. ADJOURN
There being no further business, it was moved Mr. Fallon, seconded by Mrs. Voorhees and approved 7-0, that the Board adjourn its meeting at 7:35 A.M.
