A regular business meeting of the Board of Education was held this day at the Warren Middle School, 100 Old Stirling Road. The public was welcome to attend in person or virtually through the online Zoom platform. The following is a record of that meeting.

I. CALL TO ORDER: The meeting was called to order at 6:30 p.m. by Board President Patricia Zohn

Open Public Meeting Statement – Mrs. Zohn read the following statement:

Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the Open Public Meetings Act was provided by the posting, mailing/delivery, and filing of this notice on January 11, 2024. This notice was on that date posted on the bulletin board in the Township Office, sent to the Courier News and TAPinto Warren, and filed with the Township Clerk of the Township of Warren, all in accordance with the requirements of the Open Public Meetings Act.”

II. Pledge of Allegiance – Mrs. Zohn led the assembly in the Pledge of Allegiance.

IV. Executive Session

● At 6:32 p.m. Ms. Keller moved the following:

WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it

RESOLVED, the Board of Education adjourns to closed session to discuss:

a collective bargaining agreement and/or negotiations related to it,

a matter involving the purchase, lease, or acquisition of real property with public funds and

specific prospective or current employees unless all who could be adversely affected request an open session

Action will be taken upon return to public session;

the length of the meeting is anticipated to be approximately 30 minutes; and be it

FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.

The motion was seconded by Mr. Otto and approved by unanimous voice vote.

V. Motion to return to Open Session

On motion by Mr. Otto, seconded by Mr. Valentino, the Board reconvened in open session at 6:58 p.m.

VI. President's Remarks - Mrs. Patricia Zohn

● Mrs. Zohn reported on the following:

○ Special thanks to the Lions Club for their donation (Item B.5.)

○ Acknowledgement of Autism Awareness in the month of April.

○ Announced the ratified contract between the Board and the WTEA. Special thanks to the Board Negotiations Committee and the WTEA team for its work on arriving at a mutually acceptable outcome.

On motion by Ms. Keller, seconded by Mr. Otto, the board item C.19., was approved by a 9-0 roll-call vote.

C.19. 2024-2028 WTEA Collective Bargaining Agreement Approval

RESOLVED, that the Board of Education approves the 2024-2028 WTEA Collective Agreement which was ratified by the WTEA membership on April 29, 2024.

VII. Superintendent’s Remarks - Dr. Matthew Mingle

● Dr. Mingle reported that on May 13, we will celebrate our Governor’s Educator of the Year Award Recognition and another National Award winner.

■ Mrs. Zohn reported that the Finance Committee met on March 26 for a public meeting on the budget.

■ Mrs. Zohn also reported that the Finance Committee met on April 15: (1) to discuss the upcoming budget hearing, (2) to provide feedback to the administration on the Capital Improvement Plan, and (3) to receive an update on the district’s ROD grant.

● Personnel, Negotiations, and Communication Committee - April 8, 2024

■ Ms. Keller reported that the Negotiations Committee met to negotiate the CBA with the WTEA. The meeting ended with a tentative agreement with the WTEA.

XIII. Budget Hearing

● During the budget hearing, the public is invited to comment on the district’s 2024/2025 budget. All public input during the budget hearing is governed by the rules set forth in Board Policy #0167.

On motion by Ms. Keller to close budget hearing public commentary, seconded by Mr. Desai, the motion was approved by a 9-0 voice vote.

XI. Public Commentary (agenda items only)

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

  1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
  2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
  3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
  4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;
  5. When the Board of Education is conducting its meetings either virtually or in a hybrid environment, members of the public may also submit comments no later than 9:00 AM the day of the board meeting via email to BA@warrentboe.org or hardcopy mail to the district office.

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

The Board of Education welcomes and encourages input from the public. Being mindful of privacy rights regarding students and board employees and to avoid any potential liability on the part of the speaker, the board discourages references to specific individuals. While directing your comments or questions to the board president, please understand that the public comment portions of the meeting are not structured as question and answer sessions but rather are offered as opportunities for you to share your thoughts with the board. The board president may need to refer an issue to the superintendent if the particular issue has not been handled through the appropriate chain of command with the school district. However, responses may be provided at the end of this session. There are times when comments and questions will require additional fact gathering before a response is provided.

● Philip Jones, Vice President, WTEA - Thanked the WTEA for their support and the Board negotiating committee and the full Board for their willingness to reach a fair agreement.

On motion by Mr. Otto to close public commentary, seconded by Mr. Valentino, the motion was approved by a 9-0 voice vote.

XII. Items for Board Consideration/Action

● Dr. Mingle reported on:

○ Item A.3. - 2023/24 School Calendar, where the last day will be June 12 for all district buildings except Mt. Horeb School, where the last day will be June 13.

○ Item B.6. - 2024/25 Budget, there were no changes from the preliminary budget.

○ Item B.8. - NJQSAC, the results indicate WTBOE is a high performing school.

○ Item C.2. - With WTEA Contract ratified, the salary in this item can be added to the motion, which it was.

○ Lastly, several motions in Section C reflect changes to the 2024/2025 staff roster.

B.5. Donation - Lions Club of Warren

RESOLVED, that the Board of Education accepts, with gratitude, a donation in the amount of $700 from the Lions Club of Warren to be used to support a LLD classroom project at the Middle School.

B.6. Adoption of the 2024-2025 Budget

RESOLVED, the Board of Education approves the 2024-2025 Warren Township School District Budget as approved by the Executive County Superintendent of Schools for Somerset County.

The budget includes sufficient funds to provide curriculum and instruction which will enable all students to achieve the New Jersey Student Learning Standards and is in compliance with N.J.S.A. 18A and N.J.A.C Title 6 and 6A.

FURTHER RESOLVED, the budget includes an increase in the tax levy which utilizes an enrollment adjustment of $1,195,656 and an inflation adjustment of $417,060 (partial allowable amount only), as allowed by law, and be it

B.7. Joint Agreements between UCESC and Warren BOE

RESOLVED, that the Board of Education approves entering into the following joint agreements between Union County Educational Services Commission (UCESC) and the Warren Township Board of Education for the 2024-2025 School Year:

● Coordinated Transportation Services agreement, dated July 1, 2024, with an administration fee of 4%.

B.8. NJQSAC Performance Continuum Placement

RESOLVED, that the Board of Education hereby accepts the New Jersey Quality Single Accountability (QSAC) Performance Continuum.

B.9. Special Counsel

RESOLVED, that the Board of Education approves the appointment of King, Moench & Collins LLP (non fair and open) as Special Counsel for the Calendar Year 2024 at an hourly rate of $185 for attorneys and $95 for paralegals at an approximate total cost not to exceed $25,000.

B.10. Participation in National School Lunch Program

RESOLVED, that the Board of Education hereby approves the district’s participation in the National School Lunch Program (district wide) for the 2024-2025 school year.

B.11. Renewal of National School Lunch Program Commercial Vendor

WHEREAS, 15 Walnut LLC DBA Misters has performed as the Board’s National School Lunch Program Commercial Vendor during the 2023-2024 school year in an effective and efficient manner.

WHEREAS, 15 Walnut LLC DBA Misters and the Board have agreed on a renewal price for lunch of $3.43 for each elementary school meal provided and $3.48 for each middle school meal provided.

WHEREAS, the Total Estimated Cost of Contract is $309,825 as calculated per New Jersey Department of Agriculture requirements.

Now, therefore be it RESOLVED that the Board hereby renews the contract with 15 Walnut LLC DBA Misters for the 2024-2025 school year.

XVI. Unfinished Business

XVII. New Business

● Watchung Hills Shared Services/Regionalization Feasibility Study - Mrs. Zohn reported on the recently held Watchung Hills Shared Services/Regionalization Feasibility Study meeting. Mrs. Feuchtbaum, who also attended the meeting, read a brief statement about the scope of the forthcoming study, which uses a State of New Jersey grant. A zoom session will be held on May 20th. An important note: regionalization can only happen after a public vote of support by all townships involved in the regional school, including Warren Township..

XV. Public Commentary (any topic)

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

  1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
  2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
  3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
  4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

The Board of Education welcomes and encourages input from the public. Being mindful of privacy rights regarding students and board employees and to avoid any potential liability on the part of the speaker, the board discourages references to specific individuals. While directing your comments or questions to the board president, please understand that the public comment portions of the meeting are not structured as question and answer sessions but rather are offered as opportunities for you to share your thoughts with the board. The board president may need to refer an issue to the superintendent if the particular issue has not been handled through the appropriate chain of command with the school district. However, responses may be provided at the end of this session. There are times when comments and questions will require additional fact gathering before a response is provided.

XVI. Executive Session

WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it

RESOLVED, the Board of Education adjourns to closed session to discuss:

a matter involving the purchase, lease, or acquisition of real property with public funds

specific prospective or current employees unless all who could be adversely affected request an open session

Action will not be taken upon return to public session;

the length of the meeting is anticipated to be approximately 20 minutes; and be it

FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.
