A regular business meeting of the Board of Education was held this day at the Warren Middle School, 100 Old Stirling Road. The public was welcome to attend in person or virtually through the online Zoom platform. The following is a record of that meeting.
I. CALL TO ORDER: The meeting was called to order at 6:30 p.m. by Board President Patricia Zohn
Open Public Meeting Statement – Mrs. Zohn read the following statement:
Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the Open Public Meetings Act was provided by the posting, mailing/delivery, and filing of this notice on January 11, 2024. This notice was on that date posted on the bulletin board in the Township Office, sent to the Courier News and TAPinto Warren, and filed with the Township Clerk of the Township of Warren, all in accordance with the requirements of the Open Public Meetings Act.”
II. Pledge of Allegiance – Mrs. Zohn led the assembly in the Pledge of Allegiance.

The motion was seconded by Mr. Otto and approved by a 6-0 roll-call vote.

VI. President's Remarks - Mrs. Patricia Zohn
● Mrs. Zohn welcomed all board members and the public to the meeting.
● Mrs. Zohn thanked the Somerset County Cultural & Heritage Commission for the Grant Award (Motion B.7.).
● Mrs. Zohn congratulated Mr. Marciscano and Ms. Pillinger on their retirements (Motion C.3.).
● Mrs. Zohn thanked the Central New Jersey Chinese American Association’s Alliance for the invitation to the Central New Jersey Regional Lunar New Year Festival.
VII. Superintendent’s Remarks - Dr. Matthew Mingle
● Dr. Mingle welcomed everyone to tonight’s meeting including the Warren Middle School Girls Championship Basketball team.
Mr. Molfetta joined the meeting on zoom at 6:35 p.m.

● Recognition of Warren Middle School Girls Basketball Team - Mr. George Villar introduced Coach Fabiano who led a celebration for the Warren Middle School Girls Championship Basketball Team.

● Curriculum and Technology Committee - No meeting

● Finance, Operations, and Security Committee - February 20, 2024

■ Mrs. Zohn reported that the committee met on February 20, 2024 to review:
● Safety and security plan for 2024-29. Included completed items, items for the upcoming capital plan and items for completion during the five year plan.
● Reviewed a proposal to provide tuition subsidies in the amount of $20,000. Subsidies will depend on the number of students who are eligible for the subsidy. General education transportation will no longer be offered, general education no cost lunch students will be provided bus transportation.
● Engaged in a discussion on the budget. Budget is almost complete and is awaiting information on State Aid and the transportation inflation rate. Meetings with board members to discuss the budget in detail are scheduled within the next couple of weeks.
● The district was notified that the Board will need to provide 3 schools (Angelo L. Tomaso, Mt. Horeb and Warren Middle School) as new polling locations. The district administration and security met with Warren Township Clerk and Warren Township Police Department (WTPD) to discuss. WTPD will provide officers to assist. The district will work with the township to provide an information session to the community. Mrs. Zohn opened discussion with the board on the topic of using Warren school buildings as polling locations.
● ROD Grant Update - The district received final ROD Grant approval. Parette Somjen Architects Agreement on the agenda as well as ROD grant approval.
● Personnel, Negotiations, and Communication Committee - January 22 and February 14, 2024
○ Laura Keller - Chair, Natalie Feuchtbaum, Todd Weinstein, Stephen Toor - Alternate
■ Ms. Keller reported that the committee met on January 22 and February 14, 2024. The next meeting is scheduled for March 13.
XI. Public Commentary (agenda items only)
Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:
- A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
- Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
- No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
- All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;
- When the Board of Education is conducting its meetings either virtually or in a hybrid environment, members of the public may also submit comments no later than 9:00 AM the day of the board meeting via email to BA@warrentboe.org or hardcopy mail to the district office.
The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).
The Board of Education welcomes and encourages input from the public. Being mindful of privacy rights regarding students and board employees and to avoid any potential liability on the part of the speaker, the board discourages references to specific individuals. While directing your comments or questions to the board president, please understand that the public comment portions of the meeting are not structured as question and answer sessions but rather are offered as opportunities for you to share your thoughts with the board. The board president may need to refer an issue to the superintendent if the particular issue has not been handled through the appropriate chain of command with the school district. However, responses may be provided at the end of this session. There are times when comments and questions will require additional fact gathering before a response is provided.

On motion by Mr. Otto to close public commentary, seconded by Mr. Weinstein, the motion was approved by a 7-0 voice vote.
XII. Items for Board Consideration/Action
● Dr. Mingle thanked the Somerset County Cultural & Heritage Commission for this grant award to assist the Warren Middle School 7th Graders (Motion B.7.).
● Dr. Mingle reported that P5512 has been modified to align with proposed district best practices on future HIBs at the district (Motion D.2.)
On motion by Ms. Keller, seconded by Mr. Otto, the consent items A.1., through A.3., B.1., through B.12., C.1., through C.13., and D.1., through D.3. were approved by a 7-0 roll-call vote.

XIV. New Business
● Ad Hoc Strategic Planning Committee - Mrs. Zohn introduced the need for a strategic planning committee.
RESOLVED, that the Board of Education approves the creation of an Ad Hoc Strategic Plan Committee. This committee will identify potential facilities for the strategic planning process for Board consideration, work with administration to plan the timeline and goals for the strategic plan development process and represent the Board on the strategic plan steering committee.
On motion by Ms. Keller to close public commentary, seconded by Mr. Otto, the motion was approved by a 7-0 voice vote.
XV. Public Commentary (any topic)
Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:
- A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
- Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
- No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
- All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;
The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).
The Board of Education welcomes and encourages input from the public. Being mindful of privacy rights regarding students and board employees and to avoid any potential liability on the part of the speaker, the board discourages references to specific individuals. While directing your comments or questions to the board president, please understand that the public comment portions of the meeting are not structured as question and answer sessions but rather are offered as opportunities for you to share your thoughts with the board. The board president may need to refer an issue to the superintendent if the particular issue has not been handled through the appropriate chain of command with the school district. However, responses may be provided at the end of this session. There are times when comments and questions will require additional fact gathering before a response is provided.

On motion by Mr. Otto to close public commentary, seconded by Mr. Toor, the motion was approved by a 7-0 voice vote.
XVI. Executive Session
● At 7:14 p.m. Ms. Keller moved the following:
WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it
RESOLVED, the Board of Education adjourns to closed session to discuss:
a collective bargaining agreement and/or negotiations related to it
Action will not be taken upon return to public session;
the length of the meeting is anticipated to be approximately 20 minutes; and be it
FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.
The motion was seconded by Mr. Otto and approved by unanimous voice vote.
On motion by Ms. Keller, seconded by Mr. Otto, the Board reconvened in open session at 7:41 p.m.
