A regular business meeting of the Board of Education was held this day at the Warren Middle School, 100 Old Stirling Road. The public was welcome to attend in person or virtually through the online Zoom platform. The following is a record of that meeting.

I. CALL TO ORDER: The meeting was called to order at 4:05 p.m. by Board President David Brezee.

Open Public Meeting Statement – Mr. Brezee read the following statement:

Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on January 9, 2023. This notice was on that date posted on the bulletin board in the Township Office, sent to the Courier News and TAPinto Warren, and filed with the Township Clerk of the Township of Warren, all in accordance with the requirements of the Open Public Meetings Act.”

II. Pledge of Allegiance – Mr. Brezee led the assembly in the Pledge of Allegiance.

III. Roll Call

IV. Executive Session

● At 4:05 p.m. Mrs. Zohn moved the following:

WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it

RESOLVED, the Board of Education adjourns to closed session to discuss:

a collective bargaining agreement and/or negotiations related to it,

specific prospective or current employees unless all who could be adversely affected request an open session and

pending or anticipated litigation or contract negotiation and/or matters of attorney-client privilege

Action will be taken upon return to public session;

the length of the meeting is anticipated to be approximately 45 minutes; and be it

FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.

The motion was seconded by Mr. Otto and approved by unanimous voice vote.

On motion by Mrs. Zohn, seconded by Ms. Keller, the Board reconvened in open session at 4:48 p.m.

V. Minutes

● Mrs. Zohn moved the following:

RESOLVED, that the Board of Education approves the public minutes of the June 12, 2023 Board Meeting.

The motion was seconded by Mr. Valentino and approved by a 8-0 roll-call vote.

VI. Board of Education Retreat

● Board Attorney Matthew Giacobbe made a presentation to the Board on Board Member Ethics.

Dr. Mingle and the Board discussed the 2023-2024 board goals.

Dr. Mingle and the Board identified three Board goals for the 2023-2024 school year:

  1. Develop a capital plan for the next five years.
  2. Negotiate and approve a multi-year contract with the Warren Township Education Association.
  3. Support all elements of the fourth year of the strategic plan.

Dr. Mingle identified the District goals as:

  1. Student Achievement, with a particular focus on:
    1. English Language Arts
    2. Math
    3. Social emotional competencies
  2. Belonging to include:
    1. Cultural proficiency of educators.
    2. Increased students’ sense of belonging.
  3. Operations, with two discreet action items:
    1. a. Adopt a safety plan.
    2. b. Adopt a security plan.

After the presentation of all current goal proposals, the Board spoke at length regarding an additional goal to improve the culture at the middle school.

The Board also spoke at length about how to improve Board communications to the public.

In the end, the Board considered elevating the Personnel Committee goal, “Draft a Communications/Messaging Strategy for Key Community Topics,” to a potential Board goal, provided some potential refinement occurs before final adoption.

VIII. President's Remarks – Mr. David Brezee:

● Thanked Watchung Hills Regional High School for their partnership (Motion B.10.).

● Welcomed new incoming staff (Motion C.1.).

● Provided a reminder for candidates to the Board regarding petitions. They are due by July 31st at 4 p.m.

IX. Superintendent’s Remarks – Dr. Matthew Mingle reported that/on:

● Next Community Briefing is scheduled for August 10.

● Class assignments / bus assignments will be made available around August 18.

● Some clarifications regarding the Warren Middle School orientation.

● More to come on District and Board goals.

● Curriculum, Communications, and Technology Committee - May 15, 2023

Mr. Valentino reported that the committee met on June 12 to discuss Health/PE Curriculum and iReady data.

● Finance, Operations, and Security Committee - No meeting

● Personnel and Negotiations Committee - June 16, 2023

○ Laura Keller - Chair, David Brezee, Stephen Toor, Todd Weinstein:

Ms. Keller reported that the committee met on June 16. Discussed the Chain of Command for the reporting of issues by families. The committee also discussed revised public comments. Lastly, the committee discussed upcoming WTEA negotiations.

XIII. Public Commentary (agenda items only)

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

  1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
  2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
  3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
  4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

The Board of Education welcomes and encourages input from the public. Being mindful of privacy rights regarding students and board employees and to avoid any potential liability on the part of the speaker, the board discourages references to specific individuals. While directing your comments or questions to the board president, please understand that the public comment portions of the meeting are not structured as question and answer sessions but rather are offered as opportunities for you to share your thoughts with the board. The board president may need to refer an issue to the superintendent if the particular issue has not been handled through the appropriate chain of command with the school district. However, responses may be provided at the end of this session. There are times when comments and questions will require additional fact gathering before a response is provided.

Mr. Brezee began public comment by reading the new note on public input at all Board of Education meetings.

● Ms. Nancy Andrews, WTEA President - Welcomed all new staff to the Warren Township School District.

On motion by Mr. Otto to close public commentary, seconded by Mr. Valetino, the motion was approved by a 8-0 voice vote.

BE IT FURTHER RESOLVED that, following the opening of the Food Service Account, the Board of Education approves and directs the School Business Administrator to close the Juice and Water Account and the Milk Account and deposit all remaining funds in the Food Service Account.

B.9. National School Lunch Program Regular Lunch Price-2023-2024 School Year

RESOLVED, that the Board of Education hereby sets the price for a student regular lunch at $4.75 and sets the price for a staff/other adult regular lunch at $5.75 for the 2023-2024 school year.

B.10. Rutgers Behavioral Health Co-op Agreement with Watchung Hills Regional High School

RESOLVED, that the Board of Education approves a cooperative agreement with Watchung Hills Regional High School to receive services from Rutgers Behavioral Health during the 2023-2024 school year.

B.11. Alternate Toilet Room Facilities

RESOLVED, that the Board of Education approves a resolution to provide an alternate method of compliance with N.J.A.C. 6A:26-6.3, by providing toilet rooms adjacent to but not inside the classroom in lieu of individual toilet rooms in each classroom for one K-3 Elementary Learning and Language Disabilities classroom in Woodland School. Students will be supervised by an aide or teacher.

B.12. Nonpublic Transportation 2022-2023 - Acceptance

RESOLVED, that the Board of Education hereby accepts Nonpublic Transportation funding from the 2022-2023 school year in the amount of $36,504.

B.13. Nonpublic Transportation 2022-2023 - Allocation

RESOLVED, that the Board of Education approves an increase to the 2023-2024 budget to recognize 2022-2023 Nonpublic Transportation in the amount of $36,504 and allocate these funds as follows:

B.16. Security Vestibule Project at Woodland School – PCO #3B & #4

RESOLVED, that the Board of Education approves the following potential change orders with Cypreco Industries, Inc. as follows:

B.17. Joint Agreement between SCESC and Warren BOE

RESOLVED, that the Board of Education approves the following amended joint agreement between Somerset County Educational Services Commission (SCESC) and the Warren Township Board of Education for the 2023-2024 School Year:

● Coordinated Transportation Services agreement, effective July 1, 2023, with an administration fee of 5.00%

XVII. Public Commentary (any topic)

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

  1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
  2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
  3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
  4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

The Board of Education welcomes and encourages input from the public. Being mindful of privacy rights regarding students and board employees and to avoid any potential liability on the part of the speaker, the board discourages references to specific individuals. While directing your comments or questions to the board president, please understand that the public comment portions of the meeting are not structured as question and answer sessions but rather are offered as opportunities for you to share your thoughts with the board. The board president may need to refer an issue to the superintendent if the particular issue has not been handled through the appropriate chain of command with the school district. However, responses may be provided at the end of this session. There are times when comments and questions will require additional fact gathering before a response is provided.
