A regular business meeting of the Board of Education was held this day at the Warren Middle School, 100 Old Stirling Road. The public was welcome to attend in person or virtually through the online Zoom platform. The following is a record of that meeting.

I. CALL TO ORDER: The meeting was called to order at 6:30 p.m. by Board President David Brezee.

Open Public Meeting Statement – Mr. Brezee read the following statement:

Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on January 9, 2023. This notice was on that date posted on the bulletin board in the Township Office, sent to the Courier News and TAPinto Warren, and filed with the Township Clerk of the Township of Warren, all in accordance with the requirements of the Open Public Meetings Act.”

II. Pledge of Allegiance – Mr. Brezee led the assembly in the Pledge of Allegiance.

VI. President's Remarks – Mr. David Brezee reported on:

❖ Eighth grade graduation and district moving up ceremonies.

❖ The recent fifth grade event.

❖ The donation of furniture (B.16.), and thanked Haleon for their donation.

❖ The donation of bleachers and a cement pad (B.18.), and thanked the Warren Middle School PTO donation for their donation.

❖ New district staff (C.1.), and welcomed them to the district.

❖ Recent retirees (C.17.), and thanked all retirees for their service.

VII. Superintendent’s Remarks – Dr. Matthew Mingle reported the following:

❖ Warren Middle School placed first in the 6th Grade Division NJ State Bar Foundation’s Competition.

❖ Special recognition from Woodland School in the Somerset County Fire Marshal Association Poster Contest.

❖ Congratulations on all of today's graduations and moving up ceremonies.

❖ A reminder that the July 17th meeting is the Annual Retreat, which starts at 4 p.m.

Mr. Valentino reported that the committee met May 15 to discuss Health & P.E. Curriculum and iReady results.

● Finance, Operations, and Security Committee - May 30, 2023

○ Patricia Zohn - Chair, David Brezee, Scott Otto, Ryan Valentino:

Mrs. Zohn reported the following:

➢ Food Service was discussed (Motion B.14./B.15. on the agenda).

➢ An analysis of the recent security reviews was discussed at length.

➢ End of Year transfer to capital reserve was discussed.

➢ Recent bus incident update was discussed.

● Personnel and Negotiations Committee - May 23, 2023

○ Laura Keller - Chair, David Brezee, Stephen Toor, Todd Weinstein:

Ms. Keller reported that the committee discussed:

➢ Different ways to support staff to avoid staff burnout.

➢ Upcoming WTEA negotiations and plan to prepare including negotiations and procedures.

XI. Public Commentary (agenda items only)

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

  1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
  2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
  3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
  4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

● Heather Silver, Quail Run - Spoke on an email sent by the diversity club.

Mr. Desai arrived at 6:46 p.m

● Rachel Singleton, Deerwood Trail West - Had a question on team leaders. Also spoke on the Health & PE Curriculum. Ms. Singleton said that she is proud to donate on behalf of the Warren Middle School PTO, benches, bleachers and concrete pad and thanked her members for their donations.

● Michelle Feliciano, Sycamore Way - Spoke on an email sent by the diversity club.

Upon notice that this Public Commentary portion of the meeting had reached 15 minutes,

Mr. Brezee made the following motion:

RESOLVED, that the Board of Education approves to extend Public Commentary an additional 15 minutes.

Seconded by Mr. Valentino, the consent item was approved by a 9-0 voice vote.

On motion by Mr. Otto to close public commentary, seconded by Ms. Keller, the motion was approved by a 9-0 voice vote.

Dr. Mingle made a clarification on motion B.17.

Mr. Weinstein asked for the consent item A.4. be pulled for a separate vote.

On motion by Mrs. Zohn, seconded by Ms. Keller, the consent items A.1. through A.3., B.1. through B.19., and C.1. through C.22., were approved by a 9-0 roll-call vote.

On motion by Mrs. Zohn, seconded by Ms. Feuchtbaum, the consent item A.4., was approved by a 8-1 roll-call vote. (Mr. Weinstein voted no.)

B.7. Transfer of Current Year Surplus to Capital Reserve

WHEREAS, N.J.S.A. 18A:21-2 and N.J.S.A. 18A:7G-13 permit a Board of Education to establish and/or deposit into certain reserve accounts at year end, and

WHEREAS, the aforementioned statutes authorize procedures, under the authority of the Commissioner of Education, which permit a board of education to transfer anticipated excess current revenue or unexpended appropriations into reserve accounts during the month of June by board resolution, and

WHEREAS, the Warren Township Schools Board of Education wishes to deposit the anticipated current year surplus of up to $1,500,000 into Capital Reserve at year end, and

WHEREAS, the Warren Township Schools Board of Education has determined that up to $1,500,000 is available for such purpose of transfer;

NOW THEREFORE BE IT RESOLVED that the Warren Township Schools Board of Education hereby authorizes the district’s School Business Administrator to make this transfer consistent with all applicable laws and regulations.

B.9. Mount Horeb Parking Lot Expansion

RESOLVED, that the Board of Education approves the parking lot expansion at Mount Horeb with Crossroads Pavement Maintenance LLC as follows:

● Mr. Weinstein asked to discuss the need for a Warren Middle School orientation at a future board meeting.

● Mr. Desai asked about how the opt out provision will work with motion A.4.

Dr. Mingle discussed the opt out procedure.

XV. Public Commentary (any topic)

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

  1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
  2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
  3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
  4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

● Isabel Manata, Green Valley Drive - Spoke regarding the decision made by the Food Service Committee regarding the selection of a food service vendor.

● Mariette Dzeletovic, King George Road - Spoke on math placement at Warren Middle School.

● Heather Silver, Quail Run - Spoke on Warren Middle School orientation. Also spoke on the Health & PE Curriculum and asked a question about the stipend on the agenda.

● Rachel Singleton, Deerwood Trail West - Spoke on the following: Communication at the Warren Middle School, the Warren Middle School yearbook, State Standardized Testing, PE & Health curriculum, and HIB cases.

● Jim Giannakis, Mister’s Food Service - Thanked the board for selecting his firm as food service vendor.

● Nancy Andrews, WTEA President - Congratulations to our many graduates and congratulations to our retirees.

On motion by Mr. Valentino, seconded by Mr. Otto, to extend public commentary by 15 minutes. The motion was approved by a 9-0 voice vote.

Dr. Mingle offered comments on some of the public comments.

XVI. Executive Session

● At 7:37 p.m. Mrs. Zohn moved the following:

WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it

RESOLVED, the Board of Education adjourns to closed session to discuss:

○ specific prospective or current employees unless all who could be adversely affected request an open session

Action will not be taken upon return to public session;

the length of the meeting is anticipated to be approximately 60 minutes; and be it

FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.

The motion was seconded by Mr. Otto and approved by unanimous voice vote.

On motion by Mrs. Zohn, seconded by Mr. Otto, the Board reconvened in open session at 9:00 p.m.
