Skip NavigationA regular business meeting of the Board of Education was held this day at the Mt. Horeb School, 80 Mt. Horeb Road. The public was welcome to attend in person or virtually through the online Zoom platform. The following is a record of that meeting.
I. CALL TO ORDER: The meeting was called to order at 6:31 p.m. by Board President David Brezee.
Open Public Meeting Statement – Mr. Brezee read the following statement:
Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on January 9, 2023. This notice was on that date posted on the bulletin board in the Township Office, sent to the Courier News and TAPinto Warren, and filed with the Township Clerk of the Township of Warren, all in accordance with the requirements of the Open Public Meetings Act.”
II. Pledge of Allegiance – Mr. Brezee led the assembly in the Pledge of Allegiance.
III. Roll Call

IV. Executive Session
● At 6:33 p.m. Mrs. Zohn moved the following:
WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it
RESOLVED, the Board of Education adjourns to closed session to discuss:
specific prospective or current employees unless all who could be adversely affected request an open session
Action will be taken upon return to public session;
the length of the meeting is anticipated to be approximately 30 minutes; and be it
FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.
The motion was seconded by Ms. Keller and approved by unanimous voice vote.
Mr. Desai arrived at 6:36 p.m.
V. Motion to return to Open Session
On motion by Mrs. Zohn, seconded by Mr. Valentino, the Board reconvened in open session at 7:00 p.m.

VIII. President's Remarks - Mr. David Brezee
Mr. Brezee thanked the Board and Administration for attending the Warren Township Eid al-Fitr celebration.
Mr. Brezee thanked Mi La’s Debut School of Music for their donation (Item B.7.).
Mr. Brezee welcomed the new staff members listed in the agenda. (Items C.1., C.2., C.3., and C.5.).
Mr. Brezee congratulated Ms. Margaret Johnson on her retirement and thanked Dr. Derek Ressa for his service to the district and congratulated him on his new opportunity (Item C.4.).
IX. Superintendent’s Remarks - Dr. Matthew Mingle
Dr. Mingle congratulated Warren Middle School on winning the recent State Math Championship.
Dr. Mingle gave congratulations to Warren Middle School on a strong finish in the recent National Geography Championships.
X. Presentations
● Mt. Horeb School Student Feature - Mr. Cook introduced Mt. Horeb Student Feature, Preschool Pals.
● Special Recognition - Mt. Horeb School Response to Motor Vehicle Accident. Mr. Brezee introduced the Warren Township Police to discuss the Mt. Horeb School response to a February 23, 2023 motor vehicle accident. The response was life saving and deserving of special recognition.
Mr. Brezee presented Nurse Doris Zanchelli and Principal Scott Cook with Certificates of Appreciation.
XI. Discussion
● NJSBA Delegate Assembly Resolutions - Mr. Brezee announced that the next NJSBA meeting is on May 13. There are no resolutions to discuss at this time.
XII. Committee Reports
● Curriculum, Communications, and Technology Committee - March 20, 2023
○ Ryan Valentino - Chair, Mehul Desai, Natalie Feuchtbaum, Todd Weinstein:
Mr. Valentino reported on the March 20 meeting which discussed upcoming updates of the school’s curriculum. A public session was also held on April 17.
● Finance, Operations, and Security Committee - April 17, 2023
○ Patricia Zohn - Chair, David Brezee, Scott Otto, Ryan Valentino - Mrs. Zohn reported that the committee met on April 17. Mrs. Zohn reported on the district’s progress on school lunch. She reported that the district is currently looking at two alternatives, an SFA to SFA relationship with a neighboring district or a commercial vendor to provide lunch during the 2023/2024 school year. The committee also discussed kitchen construction options. The committee also received and discussed a summary of the security presentations done by the Somerset County Prosecutor’s Office (SCPO). The committee also discussed end of year projections for the 23/24 school year. Finally, the committee recommended the approval of Fire Alarm and HVAC construction bids.

XIII. Budget Hearing
A budget hearing was held with no public comment.
On motion by Ms. Keller to close budget hearing commentary, seconded by Mr. Valetino, the motion was approved by a 9-0 voice vote.
XIV. Public Commentary (agenda items only)
Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:
- A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
- Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
- No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
- All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;
- When the Board of Education is conducting its meetings either virtually or in a hybrid environment, members of the public may also submit comments no later than 9:00 AM the day of the board meeting via email to BA@warrentboe.org or hardcopy mail to the district office.
The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).
● Mr. Philip Jones - WTEA Vice President, wanted to congratulate Mt. Horeb School staff in response to the accident. Also, congratulations to Mt. Horeb School staff on Preschool Pals program.
On motion by Mr. Weinstein to close public commentary, seconded by Mr. Otto, the motion was approved by a 9-0 voice vote.
XII. Items for Board Consideration/Action
Prior to board action. Dr. Mingle commented the following:
● Congratulations to Marcela Stefanikova on the acquisition of her CDL (Item C.11.).
● Mentioned Items C.13. and C.14. are positional moves for the 2023-24 school year.
● Item C.4., congratulated Dr. Derek Ressa on his new position.
● Item C.15., welcomed Ms. Molly Lange as the new Director of Special Services.
On motion by Mrs. Zohn, seconded by Ms. Keller, the consent items A.1., through A.6., B.1., through B.11., C.1., through C.14., D.1., and D.2., were approved by a 8-0-1 roll-call vote. (Mr. Brezee abstained.)
On motion by Mrs. Zohn, seconded by Ms. Keller, the consent item C.15., (as modified), was approved by a 9-0 roll-call vote.

B.4. Travel Approval
Whereas, in accordance with State of New Jersey School District Accountability Act (A-5) and the Warren Township Schools’ Policy 6471-School District Travel, travel by school district employees and Board of Education members must be approved in advance.

B.5. Acceptance of School Security Grant Award
RESOLVED, that the Board of Education accepts the School Security Grant from the New Jersey Department of Education, for which the district’s allocation is $88,259. Proceeds of this grant were used for the construction of a security vestibule at Central School.
B.6. Joint Agreements between UCESC and Warren BOE
RESOLVED, that the Board of Education approves entering into the following joint agreements between Union County Educational Services Commission (UCESC) and the Warren Township Board of Education for the 2023-2024 School Year:
● Coordinated Transportation Services agreement, dated July 1, 2023, with an administration fee of 4%.
B.7. Donation - Mi La’s Debut School of Music
RESOLVED, that the Board of Education accepts the donation of music books valued at $600 to be used at the Middle School.
B.8. Adoption of the 2023-2024 Budget
RESOLVED, the Board of Education approves the 2023-2024 Warren Township School District Budget as approved by the Executive County Superintendent of Schools for Somerset County. The budget includes sufficient funds to provide curriculum and instruction which will enable all students to achieve the New Jersey Student Learning Standards and is in compliance with N.J.S.A. 18A and N.J.A.C Title 6 and 6A.

FURTHER RESOLVED, per NJAC 6A:23B-1.2(b), the budget provides for a maximum expenditure amount that may be allotted for travel and expense reimbursement. The 2023-2024 final budget includes a maximum travel appropriation of $125,000. The School Business Administrator shall track and record these costs to insure that the maximum amount is not exceeded, and be it
FURTHER RESOLVED, a Board of Education may, and this Board does, establish, for regular district business travel only, an annual school year threshold of $1,500 per staff member where prior Board approval shall not be required for regular business travel, and be it
FURTHER RESOLVED, the Board of Education hereby authorizes the Superintendent and Business Administrator to implement the 2023-2024 budget as hereby approved.
B.9. Approval of Fire Alarm Project
WHEREAS, a recommendation was made by the Superintendent of Schools to the Warren Township Board of Education (“Board") to seek a contract for construction services for the Fire Alarm Project at Central School, Angelo L. Tomaso School, Mt. Horeb School, Woodland School and Warren Middle School (hereinafter “Project”); and
WHEREAS, the Project was properly advertised to prospective bidders in accordance with N.J.S.A. 18A:18A-4; and
WHEREAS, on Tuesday, April 11, 2023, the Board received the following bids from potential bidders in accordance with N.J.S.A.18A:18A-1, et seq.;

RESOLVED, upon recommendation from the Superintendent that the Board of Education approve the following Personnel items including the emergent employment of the following employees (indicated by *) conditional upon the final approval by the New Jersey Department of Education The Board further authorizes the submission of an application for emergency hiring pursuant to N.J.S.A. 18A:6-7.1, et. Seq., N.J.S.A. 18A:6.14.12, et. XV. Public Commentary (any topic)
Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:
- A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
- Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
- No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
- All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;
The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).
● Ms. Isabel Manata - Green Valley Drive, Had a question on Food Service in 2023-2024 school year and inquired about the current year school calendar and final day of school.
● Ms. Heather Silver - Quail Run, Made comments on district communication.
● Ms. Nancy Andrews - WTEA President, Invited all to the WTEA blood drive scheduled for May 1, 2023.
● Ms. Jennifer Armao - Briarwood Drive East, Had a question on the school calendar and the Middle School Play.
On motion by Mr. Weinstein to close public commentary, seconded by Mr. Valentino, the motion was approved by a 9-0 voice vote.
Dr. Mingle addressed the following topics from public commentary:

● District communication
Dr. Mingle also stated that the updated school calendar will be on the website tomorrow.
XIX. Executive Session
● At 7:59 p.m. Mrs. Zohn moved the following:
WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it
RESOLVED, the Board of Education adjourns to closed session to discuss:
specific prospective or current employees unless all who could be adversely affected request an open session
Action will not be taken upon return to public session;
the length of the meeting is anticipated to be approximately 15 minutes; and be it
FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.
The motion was seconded by Ms. Keller and approved by unanimous voice vote.
On motion by Mrs. Zohn, seconded by Mr. Otto, the Board reconvened in open session at 8:10 p.m.
