Minutes for February 27, 2023 Archived Minutes
Skip NavigationA regular business meeting of the Board of Education was held this day at the Angelo L. Tomaso School, 46 Washington Valley Road. The public was welcome to attend in person or virtually through the online Zoom platform. The following is a record of that meeting.
I. CALL TO ORDER: The meeting was called to order at 6:30 p.m. by Board President David Brezee.
Open Public Meeting Statement – Mr. Brezee read the following statement:
Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on January 9, 2023. This notice was on that date posted on the bulletin board in the Township Office, sent to the Courier News and TAPinto Warren, and filed with the Township Clerk of the Township of Warren, all in accordance with the requirements of the Open Public Meetings Act.”
II. Pledge of Allegiance – Mr. Brezee led the assembly in the Pledge of Allegiance.
III. Roll Call

● Mrs. Zohn moved the following:
RESOLVED, that the Board of Education approves the public and private minutes of the February 6, 2023 Board Meeting.
The motion was seconded by Mr. Otto and approved by a 8-0 roll-call vote.

VI. President's Remarks - Mr. David Brezee
Mr. Brezee thanked Angelo L. Tomaso School for hosting tonight’s meeting.
Mr. Brezee welcomed the new staff members listed in agenda items C.1. and C.2.
Mr. Brezee wished Mrs. Krumm well in her retirement as listed in agenda item motion C.9.
VII. Superintendent’s Remarks - Dr. Matthew Mingle
Dr. Mingle congratulated the Middle School Forensic Public Speaking team for 1st place finish.
Dr. Mingle thanked Mt. Horeb staff for assistance with a recent motor vehicle accident near the school.
Dr. Mingle thanked Central School staff for help during an evacuation at the school today.
Dr. Mingle invited the public to an open session with the finance committee on March 27 at 6:30 p.m related to the budget.

IX. Interview BOE Candidates
The Board conducted interviews of three candidates for the open seat on the Board. Mr. Brezee reviewed the process and randomly selected the order of candidate responses. Mr. Brezee stated the three questions in advance. The candidates took turns answering the following questions:
- What motivates you to want to become a Board member?
- Looking ahead to the next 10 months of the term for this seat, can you share what you intend to bring to the Board and our district?
- An opportunity for candidate statements/comments to the Board.
X. Executive Session
● At 6:52 p.m. Mrs. Zohn moved the following:
WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it
RESOLVED, the Board of Education adjourns to closed session to discuss:
material the disclosure of which constitutes an unwarranted invasion of individual privacy.
Action will be taken upon return to public session;
the length of the meeting is anticipated to be approximately 20 minutes; and be it
FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.
The motion was seconded by Mr. Weinstein and approved by unanimous voice vote.
On motion by Mrs. Zohn, seconded by Mr. Otto, the Board reconvened in open session at 7:54 p.m.
XI. Appointment/Oath of Office
RESOLVED, that the Board of Education appoints Stephen Toor to the Board, for a term of February 27, 2023 to December 31, 2023.*
(*Remaining year of the seat’s term will be on the ballot in November 2023.)
On motion by Mrs. Zohn, seconded by Ms. Keller, the resolution was approved by a 5-1-2 roll-call vote. (Mr. Otto and Mr. Valentino abstained. Mr. Desai voted no.)
The Oath of Office was administered by Mr. Heagele to Mr. Stephen Toor.

● Finance, Operations, and Security Committee -February 13, 2023
○ Patricia Zohn - Chair, David Brezee, Scott Otto, Ryan Valentino - Mrs. Zohn reported on the February 13 meeting as follows:
➢ Parette Somjen Architects gave an overview of the Fire Alarm Project, feedback on the referendum budget, submitted a plan to stay within the referendum budget, and provided the committee with its opinions on the upcoming ROD grant proposal.
➢ The committee then spoke at length about the 2023-2024 budget.
➢ Mrs. Zohn stated that the next Finance Committee meeting will be held on March 6th.
➢ Mrs. Zohn also stated that the Finance Committee will have a public information session on March 27.

XIV. Public Commentary (agenda items only)
Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:
- A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
- Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
- No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
- All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;
- When the Board of Education is conducting its meetings either virtually or in a hybrid environment, members of the public may also submit comments no later than 9:00 AM the day of the board meeting via email to BA@warrentboe.org or hardcopy mail to the district office.
The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).
● Ms. Leslie Morales, King George Road - Spoke on the 2022-2023 budget, specifically on the budget for Student Experiences.
On motion by Mr. Valentino to close public commentary, seconded by Mr. Otto, the motion was approved by a 9-0 voice vote.

On motion by Mrs. Zohn, seconded by Ms. Keller, the consent items A.1., through A.3., B.1., through B.9., C.1., through C.11., D.1., and D.2. were approved by a 9-0 roll-call vote.

B.5. Waiver of Requirements - Special Education Medicaid Initiative (SEMI)
Program
RESOLVED, that the Board of Education approves the Waiver of Requirements Special Education Medicaid Initiative (SEMI) Program:
WHEREAS, NJAC 6A:23A-5.3 provides that a school district may request a waiver of compliance with respect to the district’s participation in the Special Education Medicaid Initiative (SEMI) Program for the 2022-2023 School Year, and
WHEREAS, that the Board of Education desires to apply for this waiver due to the fact that it has fewer than 40 Medicaid eligible classified students,
NOW THEREFORE BE IT RESOLVED, that the Board of Education hereby authorizes the Superintendent to submit to the Executive County Superintendent of Schools in Somerset County the appropriate waiver of the requirements of NJAC 6A:23A-5.3 for the 2022-2023 school year.
B.6. Joint Agreements between SCESC and Warren BOE
RESOLVED, that the Board of Education approves entering into the following joint agreements between Somerset County Educational Services Commission (SCESC) and the Warren Township Board of Education for the 2023-2024 School Year:
● Coordinated Transportation Services agreement, dated July 1, 2023, with an administration fee of 5.00%;
● Nonpublic Instructional Services Agreement and Addendum for Chapters 192/193, with an administrative fee of 6%;
● Nonpublic School Textbook Services agreement, dated July 1, 2023, with no administrative fee charged;
● Nonpublic School Technology Initiative Program agreement, dated July 1, 2023, with a state-approved administrative percentage (currently set at 5%);
● Nonpublic School Nursing Services agreement, dated July 1, 2023, with an administrative fee of 6%
● Nonpublic School Security Aid Program agreement, dated July 1, 2023, with no administrative fee charged;
● Nonpublic Instructional Services Agreement for Individuals with Disabilities Education Improvement Act, dated July 1, 2023, with no administrative fee.

RESOLVED, that the Board of Education hereby accepts the report, notes the following recommendations, and directs that appropriate corrective action be taken:
Recommendation: That the district follow proper procedures when completing the annual application for Extraordinary Aid.
Corrective Action: The district will make sure that proper procedures are followed when applying for Extraordinary Aid in future years, and make a presentation to the New Jersey Department of Education regarding the amount of Extraordinary Aid received in 2022.
B.9. Grant - State House Express
RESOLVED, that the Board of Education accepts, with gratitude, a grant of $525 from Rutgers Eagleton Institute of Politics. The grant will be used to offset the cost of transportation to the State House in Trenton.

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:
- A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
- Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
- No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
- All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;
The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).
