A regular business meeting of the Board of Education was held this day at the Warren Middle School, 100 Old Stirling Road, Warren, NJ. The public was welcome to attend in person or virtually through the online Zoom platform. The following is a record of that meeting.

I. CALL TO ORDER: The meeting was called to order at 7:00 p.m. by Board President David Brezee.

Open Public Meeting Statement – Mr. Brezee read the following statement:

Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on January 5, 2022. This notice was on that date was posted in the Courier News, and TAP into Warren, all in accordance with the requirements of the Open Public Meetings Act.”

II. Pledge of Allegiance – Mr. Brezee led the assembly in the Pledge of Allegiance.

VI. President's Remarks – Mr. David Brezee

● Mr. Brezee welcomed all attendees to the meeting, including our special guests, the Warren Middle School Chorus.

● Mr. Brezee welcomed new staff members and substitutes to the district as outlined in motions C.1. and C.2.

● Mr. Brezee congratulated the district’s Governor’s Education of the Year Award and Exemplary Educator Award Recipients.

● Mr. Brezee congratulated and thanked the new board members for attending the new board orientation earlier in the day.

● Mr. Brezee congratulated the Personnel Committee and WTAA on finalizing a labor agreement, which is on the Board’s agenda for approval.

X. Committee Reports

● Curriculum, Communications, and Technology Committee - November 21, 2022

○ Laura Keller - Chair, Mark Bisci, Daniel Croson, Lisa DiMaggio: Ms. Keller reported that the committee met on November 21, to discuss Fall iReady results and connections between SEL and academics.

● Finance, Operations, and Security Committee - December 12, 2022

○ Patricia Zohn - Chair, Mark Bisci, David Brezee, Ryan Valentino: Mrs. Zohn reported that the committee met on December 12 to discuss: (1.) an update to the Referendum Budget and project timeline, (2.) approval of a ROD Grant Application Proposal, which starts the application process and (3.) a delay to the payment of our health care premium, which was approved as presented by the committee. The committee had extensive discussion on the district lunch program as well as the 2023-2024 Budget, both of which will be discussed under new business tonight. The committee concluded by discussing the ongoing discussion with the Warren Township committee about a PILOT agreement.

● Personnel and Negotiations Committee - December 7, 2022

○ Todd Weinstein - Chair, Mehul Desai, Laura Keller: Ms. Keller reported the committee met on December 7, via email. The committee supports a salary adjustment for certain information technology staff.

XI. Public Commentary (agenda items only)

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

  1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
  2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
  3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
  4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

Following the opportunity for public comment on agenda items, Dr. Mingle announced that the school calendar has been updated as instructed by the board at its prior meeting.

On motion by Mrs. Zohn to close the public hearing, seconded by Mr. Croson, the motion was approved by a 8-0 voice vote.

RESOLVED, that the Board of Education accepts the HIB Report submitted by the Superintendent for the period ending on November 21, 2022.

RESOLVED, that the Board of Education approves the out-of-district placement for Student #4383537048, to East Mountain School, starting on or about January 3, 2023 through June 30, 2023, at a cost not to exceed $42,857.

RESOLVED, that the Board of Education authorizes the School Business Administrator/Board Secretary, pursuant to Policy 6470, to audit pending bills and claims, to pay qualifying bills and claims within approved budget line item amounts, from December 20, 2022 to December 31, 2022, and to submit those bills to the Board of Education for approval at its first meeting in January 2023.

B.8. Boiler Replacement at Central School & Woodland School

Acceptance of Bid

WHEREAS, a recommendation was made by the Superintendent of Schools to the Warren Township Board of Education (“Board") to seek a contract for construction services for Boiler Replacements at Central School & Woodland School (hereinafter “Project”); and

WHEREAS, the Project was properly advertised to prospective bidders in accordance with N.J.S.A. 18A:18A-4; and

WHEREAS, on Thursday, December 1, 2022, the Board received the following bids from potential bidders in accordance with N.J.S.A.18A:18A-1, et seq.:

WHEREAS, Pennetta Industrial Automation’s bid has been reviewed by the design professionals and the Board attorney, and is the lowest bidder for the Project,

NOW, THEREFORE:

BE IT RESOLVED, that the Board hereby awards the Project to Pennetta Industrial Automation for one million three hundred sixty thousand dollars ($1,360,000). This contract and all of the project’s professional and ancillary fees are to be paid from the district’s capital project fund monies.

B.9. ROD Grant Application - Approval of Proposal

RESOLVED, upon recommendation from the Superintendent that the Board of Education approves the ROD grant application proposal of Parette Somjen Architects in the amount of eight thousand dollars ($8,000).

B.10. Health Care Premium Delay

The Warren Township Board of Education hereby RESOLVES to exercise its employer premium delay option under the SHBP/SEHBP as selected above (two month delay) commencing with the January 2023 premium. We understand that, should our group elect to terminate SHBP/SEHBP participation sometime in the future or the Programs cease to exist, any delayed premiums will become due and payable immediately. We understand that this premium delay shall take effect 60 days following receipt of this resolution by the State Health Benefits Commission or School Employees’ Health Benefits Commission. Since employee premium contributions are tax deferred, the submission of those contributions cannot be delayed or used for any other purpose other than the payment of healthcare premiums. Therefore, employee premium contributions must be remitted timely. We understand that, in accordance with N.J.S.A. 17:9-5.3(b), full payment of health benefit charges must be received on or before the due date printed on the bill and that interest shall be applied to the total transmittal of health benefit charges from the day following the due date until the day payment is received. Coverage for employees and retirees may be terminated for amounts 90 or more days past due.

● Kitchen / Lunch Program - 2023-2024 and Beyond

Mrs. Zohn led a discussion of the Board on the current and future food service/lunch program at Warren Township Schools.

On motion by Mrs. Zohn, seconded by Mr. Valentino, the board directs the School Business Administrator to prepare a bid packet that is aligned with the National School Lunch Program and to solicit bids for 2023-2024 school year for the entire K-8 Warren Township School District.

The motion was approved by a 8-0 roll-call vote.

● 2023-2024 Budget Development

Dr. Mingle and Mr. Heagele made brief statements about the upcoming 2023/2024 budget. The Board then engaged in a discussion of the high level budget items that were identified in the administrative statements.

XV. Public Commentary (any topic)

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

  1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
  2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
  3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
  4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

● Four members of the local community spoke in favor of the 2023-2024 School Calendar.

● Ms. Marietta Dzeletovic, King George Road - Spoke on the Warren Township School food service program and the 2023/2024 budget.

● Ms. Shefali Tejani, Aspen Court - Spoke on the Warren Township School food service program.

● Ms. Ashley Freitas, Red Hill Road - Spoke on kindergarten report cards.

On motion by Mr. Valentino to close public commentary, seconded by Mr. Croson, the motion was approved by a 8-0 voice vote.

Dr. Mingle commented on the food service program and thanked outgoing board members, Mrs. DiMaggio and Mr. Bisci, for their service to the school district and Board.
