A regular business meeting of the Board of Education was held this day at the Warren Middle School, 100 Old Stirling Road, Warren, NJ. The public was welcome to attend in person or virtually through the online Zoom platform. The following is a record of that meeting.
I. CALL TO ORDER: The meeting was called to order at 7:00 p.m. by Board President David Brezee.
Open Public Meeting Statement – Mr. Brezee read the following statement:
Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on March 28, 2022. This notice was on that date was posted on the Courier News, and TAP into Warren, all in accordance with the requirements of the Open Public Meetings Act.”
II. Pledge of Allegiance – Mr. Brezee led the assembly in the Pledge of Allegiance.
III. Roll Call

IV. Executive Session
● At 7:01 p.m. Ms. Keller moved the following:
WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it
RESOLVED, the Board of Education adjourns to closed session to discuss:
pending or anticipated litigation or contract negotiation and/or matters of attorney-client privilege
Action will be taken upon return to public session;
the length of the meeting is anticipated to be approximately 30 minutes; and be it
FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.
The motion was seconded by Mr. Weinstein and approved by unanimous voice vote.
Motion to return to Open Session
On motion by Ms. Keller, seconded by Mr. Valentino, the Board reconvened in open session at 7:41 p.m.
V. Minutes
● Ms. Keller moved the following:
RESOLVED, that the Board of Education approves the public and private session minutes of the July 18, 2022 Board Meeting.
The motion was seconded by Mrs. DiMaggio and approved by a 8-0 roll-call vote.

VII. President's Remarks – Mr. David Brezee
● Mr. Brezee thanked Dr. Mingle for his presentation at the staff convocation this morning. He also thanked district staff for their hard work and diligence during the summer months.
● Mr. Brezee congratulated staff advancement on the guide.
VIII. Superintendent’s Remarks – Dr. Matthew Mingle
● Dr. Mingle thanked Dealaman Bus for their long-time service to our district.
● Dr. Mingle discussed recent changes to district enrollment, and its relationship to our ongoing study on elementary growth.
● Dr. Mingle thanked board members for participation in the staff convocation.
● Dr. Mingle recognized the emotions associated with the curriculum guidelines on tonight’s agenda. Dr. Mingle described the changes in the Health/P.E. curriculum, which he stated was minimal. He also stated that all curriculum was developed in-house.
IX. Presentation
● Summer Buildings & Grounds Update - Mr. Michael Pate:
Mr. Pate made a brief presentation on contractor construction projects as well as in-house construction projects.

XI. Committee Reports
● Curriculum, Communications, and Technology Committee - July 20 and August 17, 2022
○ Laura Keller - Chair, Mark Bisci, Daniel Croson, Lisa DiMaggio:
Ms. Keller reported that the committee met July 20 and August 17 to discuss the summer curriculum updates and the state mandated curriculum revisions. The committee also discussed and received legal guidance on the need to adopt a curriculum that is in line with State standards. Mrs. Keller thanked the staff for their hard work on the summer updates.
● Finance, Operations, and Security Committee - August 15, 2022
○ Patricia Zohn - Chair, Mark Bisci, David Brezee, Ryan Valentino:
Mrs. Zohn reported that the committee met August 15 to discuss several miscellaneous items. The committee also discussed the SEHBP resolution that is on the agenda under new business. The committee further received an update on food service changes. The committee discussed a proposal by PSA to conduct a feasibility analysis on the construction of a kitchen at the Middle School. The agenda continues to include background information on school lunch for the benefit of all board members. The security analysis by the Somerset Prosecutor’s Office will commence shortly. The Finance Committee also discussed a retention bonus of $500.00 to all employees that have remained employed between March 13, 2020 and August 29, 2022.

XII. Public Commentary (agenda items only)
Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:
- A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
- Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
- No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
- All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;
The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

Mr. Brezee spoke to clarify a statement for a commenter.
Dr. Mingle answered many questions that were asked during public comment.
XIII. Items for Board Consideration/Action
Dr. Mingle stated that A.2., (2022-2023 Calendar) a revision to half day on Thursday May 25, before Memorial Day.
Dr. Mingle stated A.3., (Fieldwork Site), is a partnership as a recruiting tool.
Lastly, Dr. Mingle thanked the Board for their consideration on C.19., C.20, and C.21.
Mr. Croson asked the motion A.4., items 1 and 2 are pulled for separate votes.
The Board discussed the Health/PE curriculum revisions in A.4., items 1 and 2.
On motion by Ms. Keller, seconded by Mrs. Zohn, the consent items A.1. through A.3., A.4. (3-12), A.5. through A.8., B.1. through B.5., C.1. through C.21., D.1., and D2 were approved by a 8-0 roll-call vote.
On motion by Ms. Keller, seconded by Mr. Weinstein, the consent items A.4, items 1 and 2., failed by a 4-4 roll-call vote. (Mr. Bisci, Mr. Croson, Mr. Valentino and Mr. Weinstein voted no. Mrs. DiMaggio, Ms. Keller, Mrs. Zohn and Mr. Brezee voted yes.)
Dr. Mingle stated for the record that the motion’s failure means that the Board has directed the administration to not comply with state standards and several Board policies.

RESOLVED, that the Board of Education approves the sidebar agreement between the Warren Township Board of Education and the Warren Township Administrators Association regarding special recognition for service between March 13, 2020 and August 29, 2022.
C.21. Non-Aligned Employees - Special Recognition
Whereas, the Warren Township Board of Education (“Board”) employs certain individuals who are not members of a collective bargaining agreement; and
Whereas, the Board wishes to recognize the dedicated and loyal service of employees who worked through the duration of the COVID-19 public health emergency; and
Whereas, the Board wishes to provide a one-time special recognition payment to all eligible employees employed continuously from March 13, 2020, through August 29, 2022; and
Now therefore be it resolved that:
This resolution applies to employees not covered by a Collective Bargaining Agreement with the exception of those employees whose contracts require approval of the Somerset County Superintendent; and
Each eligible employee will receive a one-time payment of $500; and
This payment is a non-precedent setting.

● NJSBA Sample Resolution Opposing SEHBP Rate Hikes
○ Mr. Brezee opened discussion on a potential resolution opposing the proposed SEHBP rate hike. There was no discussion from the board.
XVI. Public Commentary (any topic)
Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:
- A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
- Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
- No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
- All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;
The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

The motion was seconded by Mrs. Zohn and approved by unanimous voice vote.
