A regular business meeting of the Board of Education was held this day at the Warren Middle School, 100 Old Stirling Road, Warren, NJ. The public was welcome to attend in person or virtually through the online Zoom platform. The following is a record of that meeting.

I. CALL TO ORDER: The meeting was called to order at 4:00 p.m. by Board President David Brezee.

Open Public Meeting Statement – Mr. Brezee read the following statement:

Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on January 5, 2022. This notice was on that date was posted on the Courier News, and TAP into Warren, all in accordance with the requirements of the Open Public Meetings Act.”

II. Pledge of Allegiance – Mr. Brezee led the assembly in the Pledge of Allegiance.

III. Roll Call

Present: Mark Bisci, Mehul Desai, Lisa DiMaggio, Laura Keller, Todd Weinstein, Patricia Zohn and David Brezee

Absent: Ryan Valentino

Also Present: Dr. Matthew Mingle, Superintendent, Christopher Heagele, Board Secretary, and members of the public and press.

Daniel Croson arrived at 5:00 p.m.

IV. Board of Education Retreat

Mr. Brezee led the Board in discussion of the Board self-evaluation.

The Board self-evaluation included nine goal areas:

  1. Leadership
  2. Policy and Governance
  3. Community Relations
  4. Financial Oversight
  5. Student Achievement
  6. Board Operations-Meetings
  7. Board Operations-Communications
  8. Board Operations-Board/Staff Relations
  9. Board Operations-Board/Superintendent Relations

The Board had extended conversations on several evaluation topics - focusing on areas where the Board can improve during the upcoming school year.

V. Executive Session

● At 4:58 p.m. Ms. Keller moved the following:

WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it

RESOLVED, the Board of Education adjourns to closed session to discuss:

pending or anticipated litigation or contract negotiation and/or matters of attorney-client privilege,

protection of public safety and property and/or investigations of possible violations or violations of law and

specific prospective or current employees unless all who could be adversely affected - Superintendent’s evaluation

Action may be taken upon return to public session;

the length of the meeting is anticipated to be approximately 30 minutes; and be it

FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.

The motion was seconded by Mrs. Zohn and approved by unanimous voice vote.

Mr. Croson arrived at 5:00 p.m.

VI. Motion to return to Open Session

On motion by Ms. Keller, seconded by Mr. Weinstein, the Board reconvened in open session at 6:59 p.m.

VII. Board of Education Retreat

Dr. Mingle led the Board in discussion of the 2022/2023 District Goals in 5 areas:

  1. Student Achievement - Prioritize Social/Emotional Learning
  2. Elementary School Rezoning
  3. School Safety
  4. Capital Planning
  5. Belonging

The Board had no feedback for Dr. Mingle. Dr. Mingle will bring an action plan to the next meeting on August 29, 2022.

The motion was seconded by Mr. Croson and approved by a 8-0 roll-call vote.

X. President's Remarks – Mr. David Brezee

● Mr. Brezee welcomed the public and thanked the Board for a good discussion during the Board retreat.

● Mr. Brezee welcomed the district’s new staff that are to be approved during the Board meeting.

XI. Superintendent’s Remarks – Dr. Matthew Mingle

● Dr. Mingle thanked the Board for its good discussion during the Board retreat.

● Dr. Mingle thanked the Summer Fun team for an extremely successful summer program.

● Dr. Mingle gave the Board an update on the Social Emotional Learning Specialist position.

● Personnel and Negotiations Committee - June 28, 2022

○ Todd Weinstein - Chair, Mehul Desai, Laura Keller - Mr. Weinstein reported that the Personnel Committee met to review two new job descriptions: Assistant Superintendent and Social Emotional Learning Specialist. The committee also began planning for the upcoming negotiation discussions with the WTAA. The committee also discussed Dr. Mingle’s evaluation.

XIII. Public Commentary (agenda items only)

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

  1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
  2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
  3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
  4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

On motion by Mr. Weinstein to close public commentary, seconded by Mr. Croson, the motion was approved by a 8-0 voice vote.

XIV. Items for Board Consideration/Action

Dr. Mingle reported that:

  1. Mr. Bill Kimmick is recommended to become the district’s Assistant Superintendent.
  2. A food service vendor was approved to provide school lunch at the district’s elementary schools after evaluation of two vendors. Dr. Mingle thanked Mr. Pate and Mr. Heagele for their assistance.
  3. General education transportation has been secured for the coming school year. Dr. Mingle thanked Ms. Hall and Mr. Heagele for their assistance.
  4. His evaluation has concluded, and he thanked the Board for their thoughtful comments.
  5. The district dress code policy will be modified following the work of the ad hoc committee.

On motion by Ms. Keller, seconded by Mrs. DiMaggio, the consent items A.1. through A.4., B.1. through B.15., C.1. through C.20., and D.1., were approved by a 8-0 roll-call vote.

RESOLVED, that the Board of Education approves the Clinical Affiliation Agreement with Kean University from September 01, 2022 through June 30, 2023, to secure Warren Township Schools as a fieldwork site to provide supervised clinical educational experiences in occupational therapy.

RESOLVED, that the Board of Education approves the submission of the grant application to the New Jersey Child Assault Prevention Program. If awarded, district share to be 30%, estimated to be $2,211.

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

  1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
  2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
  3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
  4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).
