A regular business meeting of the Board of Education was held this day at the Central School, 109 Mount Bethel Road, Warren, NJ. The public was welcome to attend in person or virtually through the online Zoom platform. The following is a record of that meeting.

I. CALL TO ORDER: The meeting was called to order at 6:45 p.m. by Board President David Brezee.

Open Public Meeting Statement – Mr. Brezee read the following statement:

Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on April 14, 2022. This notice was on that date was posted on the Courier News, and TAP into Warren, all in accordance with the requirements of the Open Public Meetings Act.”

II. Pledge of Allegiance – Mr. Brezee led the assembly in the Pledge of Allegiance.

III. Roll Call

IV. Executive Session

● At 6:47 p.m. Ms. Keller moved the following:

WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it

RESOLVED, the Board of Education adjourns to closed session to discuss:

matters of attorney-client privilege

Action will be taken upon return to public session;

the length of the meeting is anticipated to be approximately 15 minutes; and be it

FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.

The motion was seconded by Mr. Brezee and approved by unanimous voice vote.

V. Motion to return to Open Session

On motion by Ms. Keller, seconded by Mrs. DiMaggio, the Board reconvened in open session at 7:07 p.m.

VIII. President's Remarks – Mr. David Brezee

● Mr. Brezee thanked the Central School team for hosting tonight’s meeting and thanked district staff for assisting with water distribution at Central School.

● Mr. Brezee acknowledged motions C.1. and C.2., welcoming new staff and substitutes.

IX. Superintendent’s Remarks – Dr. Matthew Mingle

● Dr. Mingle welcomed Central School staff, students, and families to tonight’s board meeting.

X. Presentations

● Central School Student Feature - Mrs. Alison Tugya welcomed the Board and audience to tonight’s meeting. Mrs. Tugya introduced the Central School students who presented the Central School student feature.

● Student Food Service Recommendation - Mr. Chris Heagele, Mr. Michael Pate, Mrs. Lisa Lontai and Mrs. Dana Marucci presented the Food Service Working Group’s recommendations.

XI. Discussions

● Student Food Service Recommendation - The board engaged in a lengthy discussion regarding the upcoming vote on the recommendation of the work group.

XII. Committee Reports

● Curriculum, Communications, and Technology Committee - No meeting

● Finance, Operations, and Security Committee - April 11, 2022 - Mrs. Zohn reported that the Finance Committee met. The committee discussed cost per pupil data and the Food Service Working Group presentation. Mrs. Zohn reported that the Administration provided the Board with a great deal of data on the Food Service program. The Committee recommends that the Board adopt the 2022-2023 budget. The Finance Committee made itself available to the public following the meeting, but no members of the public attended.

● Personnel and Negotiations Committee - April 11, 2022 - Mr. Weinstein reported that the Personnel Committee met to discuss personnel reappointments and the Superintendent’s evaluation.

● Ad Hoc Planning for Elementary Growth Committee - No meeting

● Ad Hoc Return to School Committee - No meeting

● Ad Hoc Committee on Dress Code - No meeting

XIII. Budget Hearing - Mr. Brezee opened the public portion of the budget hearing. No public member had a comment.

On motion by Mrs. Zohn to close the budget hearing, seconded by Mrs. Keller, the motion was approved by a 9-0 voice vote.

XIV. Public Commentary (agenda items only)

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

  1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
  2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
  3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
  4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

Upon notice that this Public Commentary portion of the meeting had reached 15 minutes,

Mr. Valentino made the following motion:

RESOLVED, that the Board of Education approves to extend Public Commentary an additional 15 minutes.

Seconded by Mr. Croson, the motion was approved by a 9-0 voice vote.

● Ms. Jessica Bodajlo, Brady Road - Spoke on the difficulty some PTOs have had operating Food Days.

● Ms. Heather Silver, Quail Run - Spoke again on the Food Service Working Group process.

● Dr. Meruka Hazari, Skyline Drive - Spoke about the Food Service Working Group process. She also asked about the Board’s intentions for future student enrichment activities.

On motion by Ms. Keller to close public commentary, seconded by Mr. Croson, the motion was approved by a 9-0 voice vote.

XV. Items for Board Consideration/Action

Dr. Mingle spoke about the Food Service Working Group recommendation and the prior Board discussion and public comment. Dr. Mingle thanked all members of the Food Service Working Group for their hard work and dedication.

Dr. Mingle thanked the Business Office for all of their hard work while preparing the annual operating budget for board consideration and approval.

Mr. Croson asked for permission to table motion B.4. to the next meeting.

Mr. Croson asked for motion B.4. and B.5. to be pulled for a separate vote.

On motion by Ms. Keller, seconded by Mr. Weinstein, the consent items A.1., B.1., through B.3., and C.1., through C.11., were approved by a 9-0 roll-call vote.

On motion by Mr. Croson, seconded by Mr. Desai, the consent item B.4., to be tabled to the next meeting, failed by a 3-5-1 roll-call vote. (Mr. Croson, Mr. Desai and Mr. Valentino voted yes. Mrs. DiMaggio, Ms. Keller, Mr. Weinstein, Mrs. Zohn and Mr. Brezee voted no. Mr. Bisci abstained.)

On motion by Mr. Brezee, seconded by Ms. Keller, the consent item B.4., failed to pass by a 4-5 roll-call vote. (Mrs. DiMaggio, Ms. Keller, Mrs. Zohn and Mr. Brezee voted yes. Mr. Bisci, Mr. Croson, Mr. Desai, Mr. Valentino and Mr. Weinstein voted no.)

On motion by Mr. Brezee, seconded by Ms. Keller, the consent item B.5., failed to pass by 4-5 roll-call vote. (Mrs. DiMaggio, Ms. Keller, Mrs. Zohn and Mr. Brezee voted yes. Mr. Bisci, Mr. Croson, Mr. Desai, Mr. Valentino and Mr. Weinstein voted no.)

B.4. Food Service Recommendation for the 2022-2023 School Year - FAILED

RESOLVED, the Board of Education approves the Student Food Service Working Group’s short-term recommendation. The program will create a partnership for the 2022-2023 school year between the district, the PTOs, and a food service vendor. The partnership will promote multiple and healthy options every day, a subsidy system to provide free lunch to students in need, and reduced waste and recyclable materials, to the greatest extent practicable.

B.5. Adoption of the 2022-2023 Budget - FAILED

RESOLVED, the Board of Education approves the 2022-2023 Warren Township School District Budget as approved by the Executive County Superintendent of Schools for Somerset County. The budget includes sufficient funds to provide curriculum and instruction which will enable all students to achieve the New Jersey Student Learning Standards and is in compliance with N.J.S.A. 18A and N.J.A.C Title 6 and 6A.

FURTHER RESOLVED, per NJAC 6A:23B-1.2(b), the budget provides for a maximum expenditure amount that may be allotted for travel and expense reimbursement. XVII. New Business

● Student Transportation Procedure - Multiple Township Residences

● On motion by Mr. Croson, seconded by Mr. Weinstein, RESOLVED, that the Board of Education approves the Student Transportation Procedure - Multiple Township Residences.

The motion was approved by a 9-0 roll-call vote.

● On motion by Mr. Croson, to return to PTO Food Days for the 2022-2023 school year.

Mr. Croson withdrew the motion.

● On motion by Mrs. Zohn, seconded by Mr. Brezee, RESOLVED, that the Board of Education terminates the district’s participation in the National School Lunch Program and re-enters the Special Milk Program for the 2022-2023 school year.

The motion was approved by a 9-0 roll-call vote.

● On motion by Mrs. Zohn, seconded by Mr. Croson, RESOLVED, that the Board of Education approves the creation of a working group charged with creating a partnership for the 2022-2023 school year between the district, the elementary school PTOs, and a food service vendor capable of processing payments. The partnership will promote multiple and healthy options every day, a subsidy system to provide free lunch to students in need, and reduced waste and recyclable materials to the greatest extent practicable.

The motion was approved by a 8-0-1 roll-call vote. (Mr. Brezee abstained.)

● On motion by Mrs. Zohn, seconded by Mr. Valentino, RESOLVED, that the Board of Education directs the Superintendent to request that Warren Middle School PTO bring a proposal to district administration of how the PTO will meet the principles established by the Student Food Service Working Group when implementing a Food Days program for the 2022-2023 school year.

The motion was approved by a 8-0-1 roll-call vote. (Mr. Brezee abstained.)

● On motion by Mr. Weinstein, seconded by Mr. Desai, consent item B.5. (2022-2203 Budget), was approved by a 8-1 roll-call vote. (Mr. Croson voted no.)

Adoption of the 2022-2023 Budget

RESOLVED, the Board of Education approves the 2022-2023 Warren Township School District Budget as approved by the Executive County Superintendent of Schools for Somerset County. FURTHER RESOLVED, per NJAC 6A:23B-1.2(b), the budget provides for a maximum expenditure amount that may be allotted for travel and expense reimbursement. The 2022-2023 final budget includes a maximum travel appropriation of $125,000. The School Business Administrator shall track and record these costs to insure that the maximum amount is not exceeded, and be it

FURTHER RESOLVED, a Board of Education may, and this Board does, establish, for regular district business travel only, an annual school year threshold of $1,500 per staff member where prior Board approval shall not be required for regular business travel, and be it

FURTHER RESOLVED, the Board of Education hereby authorizes the Superintendent and Business Administrator to implement the 2022-2023 budget as hereby approved.

XVIII. Public Commentary (any topic)

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

  1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
  2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
  3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
  4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

On motion by Ms. Keller to close public commentary, seconded by Mr. Croson, the motion was approved by a 9-0 voice vote.
