A regular business meeting of the Board of Education was held this day at the Warren Middle School, 100 Old Stirling Road. The public was welcome to attend in person or virtually through the online Zoom platform. The following is a record of that meeting.

I. CALL TO ORDER: The meeting was called to order at 7:00 p.m. by Board President

Marc Franco.

Open Public Meeting Statement – Mr. Franco read the following statement:

Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on January 6, 2021. This notice was on that date was posted on the Courier News, and TAP into Warren, all in accordance with the requirements of the Open Public Meetings Act.”

II. Pledge of Allegiance – Marc Franco led the assembly in the Pledge of Allegiance.

VI. President's Remarks – Mr. Marc Franco

Mr. Franco recognized and congratulated the Warren Middle School Boys Soccer team.

Mr. Franco acknowledged the recent Board election, and warmly welcomed our three new incoming Board members - all of whom were in attendance at the meeting.

Mr. Franco wished everyone a happy and safe Thanksgiving holiday.

VII. Presentations

● Warren Middle School Boys Soccer Recognition - Mr. Villar, along with members of the Board and district administration, congratulated the Middle School Boys Soccer team for a tremendously successful season.

● Change Management Process Overview - Mr. Villar presented on the recently adopted district change management process.

● i-Ready Data Overview - Ken Tam, Senior Executive Director of Content and Implementation, Curriculum Associates. Mr. Tam gave a presentation on i-Ready assessment data at Warren Township School District. The presentation made clear that the district regularly exceeds student performance standards at both a national and state level.

VIII. Superintendent’s Remarks – Dr. Matthew Mingle

Dr. Mingle thanked the volunteers that have been helping at the COVID vaccine clinics. Because the vaccine is now available for ages 5-11, more than 300 students have recently participated in the district’s vaccine clinics.

Dr. Mingle commented that the district is making preparations to move from moderate risk (yellow) towards high risk (orange).

Dr. Mingle thanked all school partners that participated in the Planning for Elementary Growth survey. He reported that over 50% of student families participated. The Committee will meet tomorrow afternoon, and will make the raw data available shortly.

Dr. Mingle reported that the Stakeholder Voice and Engagement Committee will be meeting next month.

Dr. Mingle welcomed our three new incoming Board members - all of whom were in attendance at the meeting.

Dr. Mingle reminded all Township voters to participate in the special election to approve the 2021 referendum, which is scheduled for December 14, 2021.

Dr. Mingle congratulated the Warren Lions Club, who along with Dr. Cooper, have been working with Warren students who have entered a contest. He also congratulated Mr. David Brezee for his assistance with the Lions Club food drive. It was reported that over 270 Thanksgiving baskets were distributed.

Lastly, Dr. Mingle wished everyone a happy and safe Thanksgiving holiday.

IX. Discussion

X. Committee Reports

● Personnel / Negotiations Committee - Mrs. Zohn stated that the committee met on October 25th to discuss the approval of the Director of Operations job description. The committee also established goals for 2022. Both action items are on the Board agenda for approval.

● Finance / Operations / Security Committee - Mr. Brezee reported that the committee met on November 15th. The committee discussed district financial support for PTO events, a joint public service announcement (PSA) with the Warren Township Committee on the importance of bus safety, the calendar of the 2022/2023 budget, and the list of projects included in the upcoming referendum.

● Return to School - Dr. Mingle reported that the Return to School committee met to discuss changes to the district’s COVID practices. He also reported that the committee was concerned with the recent trend of COVID case data.

XI. Public Commentary (agenda items only)

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

  1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
  2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
  3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
  4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;
  5. When the Board of Education is conducting its meetings either virtually or in a hybrid environment, members of the public may also submit comments no later than 9:00 AM the day of the board meeting via email to BA@warrentboe.org or hardcopy mail to the district office.

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

● Mr. Kevin Brotspies, Sneider Road - Spoke about the Planning for Elementary Growth committee process.

● Mr. Philip Jones, WTEA Vice President - Expressed his gratitude for first responders, teachers, the Warren Township Board of Education, the caring Warren Township community, and the parents of children in Warren Township Schools.

XII. Items for Board Consideration/Action

Mrs. Zohn asked to pull D.1. (P5751 and R5751) for a separate vote.

On motion by Mr. Bisci, seconded by Mrs. Keller, the consent items A.1. through A.3., B.1. through B.8. C.1. through C.15., and D.1. (with the exception of Policy 5751) were approved by a 8-0 roll-call vote.

On motion by Mr. Bisci, seconded by Mr. Franco, the consent item D.1. (P5710 and R5710) was approved by a 7-0-1 roll-call vote. (Mrs. Zohn abstained.)

C.14. Special Education Service Provider List

RESOLVED that the Board of Education approves the following additions to the Service Provider List:

1) Garden State AAC Specialists

  1. Augmentative and Alternative Communication System Evaluations at an hourly rate of $150.
  2. Comprehensive Augmentative and Alternative Communication Written Report, $300 per report.
  3. Functional Communication Evaluation, $650 per report.
  4. Meetings at $140 per hour plus travel time to site.
  5. Professional Development/Training/In-Service at $200 per hour plus travel time.
  6. AAC Coaching at $140 per hour.
  7. Travel Fee of $50 for distances more than 15 miles from Flemington, New Jersey.
  8. Last minute Cancellation Fee (under 24 hours) of $80.

2) The Bilingual Child Study Team for all Languages

  1. $1,100 for each School Psychological Evaluation
  2. $1,100 for each Educational Evaluation
  3. $1,100 for each Speech Evaluation
  4. $1,100 for each Social Evaluation

● Ad Hoc Planning for Elementary Growth Committee - The Board discussed the need to create a new Ad Hoc committee, the Ad Hoc Planning for Elementary Growth Committee.

On motion by Mr. Franco, seconded by Mrs. Clar, the following resolution was approved by a 8-0 roll-call vote.

RESOLVED, that the Board of Education approves the formation of the Ad Hoc Planning for Elementary Growth committee.

XV. Public Commentary (any topic)

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

  1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
  2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
  3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
  4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

RESOLVED, the Board of Education adjourns to closed session to discuss:

pending or anticipated litigation or contract negotiation and/or matters of attorney-client privilege.

Action will not be taken upon return to public session;

the length of the meeting is anticipated to be approximately 20 minutes; and be it

FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.

The motion was seconded by Mr. Brezee and approved by unanimous voice vote.

On motion by Mr. Franco, seconded by Mr. Brezee, the Board reconvened in open session at 8:38 p.m.
