Skip NavigationDue to the public health crisis, the regular business meeting of the Board of Education was held this day virtually through the online Zoom platform. The Board of Education, administration and the public were present and participating through logon to that platform. The following is a record of that meeting.
I. CALL TO ORDER: The meeting was called to order at 7:00 p.m. by Board President
Marc Franco.
Open Public Meeting Statement – Mr. Franco read the following statement:
Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on January 6, 2021. This notice was on that date was posted on the Courier News, and TAP into Warren, all in accordance with the requirements of the Open Public Meetings Act.”
II. Pledge of Allegiance – Central School Principal Alison Tugya, introduced student Nithila Senthil who led the assembly in the Pledge of Allegiance.

The motion was seconded by Mrs. DiMaggio and approved by a 9-0 roll-call vote.

VI. ANNUAL ADOPTIONS
Mr. Brezee asked that motion 3.q. be pulled for separate vote.
On motion by Mr. Bisci, seconded by Mrs. DiMaggio, the Annual Adoption consent items
1., 2., 3.a., through 3.p., 3.r., through 3.u., and 4 through 7 were approved by a 9-0 roll-call vote.
On motion by Mr. Bisci, seconded by Mrs. DiMaggio, the Annual Adoption consent item 3.q., was approved by 8-0-1 roll-call vote. (Mr. Brezee abstained.)
The Superintendent recommends that it be:
1. Curriculum
RESOLVED, that the Board of Education approves adoption of the PK-8 curriculum guides, as aligned with NJ Student Learning Standards, for the 2021-2022 school year.
2. Textbooks
RESOLVED, that the Board of Education approves adoption of existing district textbooks for the 2021-2022 school year.
3. Service Appointments
RESOLVED, that the Board of Education approves the following appointments for the 2021-2022 school year:
a. The appointment of Patricia Leonhardt as Board Secretary of the Warren Township Board of Education.
b. The appointment of MaryGrace Suitovsky, Assistant Business Administrator, as Acting Board Secretary in the absence of the Board Secretary.
c. The appointment of Ruth Davies as Treasurer of School Monies for the Warren Township Board of Education.
d. The appointment of Patricia Leonhardt, Business Administrator, as Acting Treasurer of School Monies for the Warren Township Board of Education in the absence of Ruth Davies.
e. The appointment of Suplee, Clooney & Company as the auditing firm for the Warren Township Board of Education, at an annual cost of $27,050.
f. The appointment of Dr. Ronald Frank as District Medical Inspector, at a cost of $4,000.

n. The appointment of Patricia Leonhardt, Business Administrator, as the district’s Public Agency Compliance Officer (PACO), District Custodian of Records, and District Purchasing Agent.
o. The appointment of Ronald Berry, Patricia Leonhardt and Christine Smith as the district’s School Safety Specialists.
p. The appointment of AIG/VALIC, AXA/Equitable, Lincoln Investment Planning, Inc. and Primerica as 403(b), 457(b) and Roth 403(b) plan providers.
q. The appointment of Phoenix Advisors, Bordentown, NJ as the district’s Financial Advisers and Wilentz, Goldman & Spitzer, P.A., Woodbridge, New Jersey as bond counsel legal services provider.
r. The appointment of AmeriFlex as the Flexible Spending Account (FSA) and Dependent Care Account (DCA) provider. Cost is $63 per participant per year for FSA and/or DCA program participation, plus $770 per annum for FSA, DCA and COBRA program administration.

RESOLVED, that the Board of Education does hereby establish the maximum reasonable and customary rates for Independent Educational Evaluations (IEE) as per Policy 2468 as follows:

RESOLVED, that the Board of Education readopts district evaluation systems as follows:
● Kim Marshall Principal Evaluation system as evaluation system for building administrators as well as curriculum supervisors.
● Danielson Framework for Teaching as an evaluation system for the district's teaching staff.
● Reflective Practice Protocol for highly effective teaching staff members.
u. Substitute Pay
RESOLVED, that the Board of Education approves the following substitute rates of pay:
● Substitute Teachers and Paraprofessionals - $100
● Substitute Nurses - $200
● Long Term Substitutes - $150
● Long Term Paraprofessionals - $110
4. Finance
RESOLVED, that the Board of Education approves the following:
a. The designation of the following bank as depository for district funds for 2021-2022, dependent on ongoing certification of approval by the Governmental Unit Deposit Protection Act: Peapack-Gladstone Bank.
b. Authorization for the Board Secretary to invest school funds in accordance with the limitations of State law and Board policy.

d. The financial records of the school district shall be maintained in accordance with Generally Accepted Accounting Principles (GAAP) and all appropriations shall be recorded using the Chart of Accounts provided by the New Jersey Department of Education.

Authorization for the Purchasing Agent to make purchases of goods and services entered into on behalf of the State by the Division of Purchase and Property (state contract), Ed-Data, Somerset County Cooperative Pricing System, Morris County Cooperative Pricing Council (MCCPC), Middlesex Regional Educational Services Cooperative Purchasing, Hunterdon County ESC Cooperative Purchasing and Union County Cooperative Purchasing System.
f. Authorization, in recognition of Qualified Purchasing Agent status, of a bid threshold of $44,000 for Purchasing Agent Patricia Leonhardt.
5. Petty Cash Accounts
RESOLVED, that the Board of Education approves the establishment of the following petty cash accounts and the individual responsible for the account for 2021-2022:

b. Buildings and Grounds/Transportation (Supervisor of B & G) $200

The maximum expenditure from each account for each purchase is $25.00. The School Business Administrator will review a summary of the disbursements on a semi-annual basis.

RESOLVED, that the Board of Education approves the district’s organizational charts for the 2021-2022 school year dated May 10, 2021.

7. Benefits
a. RESOLVED, that the Board of Education approves the district’s participation in the Delta Dental PPO Plus Premier for the 2021-2022 school year at the following rates:
● Single - $49.34 per month, $592.08 per annum
● 2 Adult - $98.66 per month, $1,183.92 per annum
● Parent/Child - $110.97 per month, $1,331.64 per annum
● Family - $160.33 per month, $1,923.96 per annum
b. RESOLVED, that the Board of Education approves the district’s participation in the School Employees Health Benefits Program and its premium schedule as published by the State of New Jersey, Department of the Treasury, Division of Pension and Benefits.
VII. President's Remarks – Mr. Marc Franco
Mr. Franco wished all mothers a Happy Mother’s Day and referenced the evening’s upcoming presentations.
VIII. Superintendent’s Remarks – Dr. Matthew Mingle
Dr. Mingle welcomed all to the meeting, especially Central School staff and students.
Dr. Mingle thanked the district’s principals in honor of National Principals’ Day.
Dr. Mingle thanked the district’s teachers in honor of Teachers’ Appreciation Week, and recognized and expressed gratitude for the PTO’s role in supporting the celebrations.
Dr. Mingle thanked the district’s nurses in honor of School Nurses’ Appreciation Week.
Dr. Mingle congratulated Kayla Peng, Warren Middle School 7th Grader, who is the National Grand Prize winner in Scholastic’s Plant Mash Up competition, as well as Ethan Liu, Warren Middle School 8th Grader, who is the 2021 State Champion in the American Scholastic Challenge.
Lastly, Dr. Mingle reminded all of the Strategic Plan input sessions to be held on May 20th with staff at 3:00 PM and the community at 7:00 PM. Registration information for the community input session was in last week’s community briefing and will also be included in this week’s edition.
IX. Presentations
● Central School Student Feature - Mrs. Alison Tugya introduced the 4th grade’s presentation of its writing unit, for which students detailed the process steps.
● Governor’s Educator of the Year Recognition - Each principal highlighted their 2020-2021 Governor Educator of the Year honorees.

Mr. Franco also reminded all interested parties that July 26th is the deadline to submit a petition to appear on the November 2021 ballot for a Board of Education seat.

XI. Committee Reports
● Ad Hoc Return to School Committee - Dr. Mingle reported on the recent meeting which resulted in the ESSER grant application and 2021-2022 hiring. Dr. Mingle reiterated that the plan for the district’s September 2021 school year opening will be presented at the board’s May 24th meeting.
XII. Public Commentary (agenda items only)
Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:
- A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
- Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
- No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
- All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;
- When the Board of Education is conducting its meetings either virtually or in a hybrid environment, members of the public may also submit comments no later than 9:00 AM the day of the board meeting via email to BA@warrentboe.org or hardcopy mail to the district office.
The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

RESOLVED, that the Board of Education approves a Clinical Affiliation Agreement with Rutgers - School of Nursing for the period of June 30, 2021 through June 30, 2023, to secure Warren Township Schools as a fieldwork site to provide supervised clinical educational experiences in the field of nursing.

B.6. Application and Acceptance of Federal Grant Monies - ESSER II
RESOLVED, that the Board of Education approves the application submission
to the Department of Education and accepts the award itself for the Coronavirus Response and Supplemental Appropriations Act of 2021 (CRRSA) Elementary and Secondary School Emergency Relief Fund (ESSER II) as follows:

● Learning Acceleration $ 25,000
● Mental Health $ 45,000
B.7. Middle School - Athletic Fields Drainage Repair
WHEREAS, the Warren Township Board of Education desires to apply for and obtain a grant from the New Jersey Department of Community Affairs for approximately $115,000, to carry out a project to remediate the drainage problems at the community athletic fields located at the Warren Middle School.
BE IT THEREFORE RESOLVED, that the Warren Township Board of Education does hereby authorize the applicant for such a grant; and
Recognizes and accepts that the Department may offer a lesser or greater amount and therefore, upon receipt of the grant agreement from the New Jersey Department of Community Affairs, does further authorize the execution of any such grant agreement; and also, upon receipt of the fully executed agreement from the Department, does further authorize the expenditure of funds pursuant to the terms of the agreement between Warren Township Board of Education and the New Jersey Department of Community Affairs.

● Consolidation/Regionalization - Mr. Bisci and Mrs. Zohn reported on the recent meeting held with representatives of each of the five districts involved (Watchung Hills, Warren, Watchung, Long Hill and Green Brook), and Mr. Mark Magyar. The board discussed at length.
XVI. Public Commentary (any topic)
Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:
- A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
- Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
- No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
- All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;
