A regular business meeting of the Board of Education was held this day at the Warren Middle School, 100 Old Stirling Road. The following is a record of that meeting.

I. CALL TO ORDER: The meeting was called to order at 6:30 p.m. by Board President Christian Bellmann

Open Public Meeting Statement – Board President Christian Bellmann read the following statement:

Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on January 7, 2020. This notice was on that date was posted on the Courier News, and TAP into Warren, all in accordance with the requirements of the Open Public Meetings Act.”

II. Pledge of Allegiance – Mr. Bellmann led the assembly in the Pledge of Allegiance.

III. Roll Call

Present: Aaron Bellish, Mark Bisci, David Brezee, Lisa DiMaggio, Marc Franco, Ayanna Taylor-Venson, Patricia Zohn and Christian Bellmann

IV. Executive Session

● At 6:31 p.m. Mrs. Zohn moved the following:

WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it

RESOLVED, the Board of Education adjourns to closed session to discuss:

matter rendered confidential by federal or state law

material the disclosure of which constitutes an unwarranted invasion of individual privacy

Action will be taken upon return to public session;

the length of the meeting is anticipated to be approximately 30 minutes; and be it

FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.

The motion was seconded by Mrs. DiMaggio and approved by unanimous voice vote.

Mrs. Taylor left the room at 7:09 p.m.

On motion by Mr. Bellmann, seconded by Mrs. Zohn, the Board reconvened in open session at 7:32 p.m.

V. Interview BOE Candidates

On behalf of the Warren Township Board, President Bellmann asked questions of board candidates Susie Chu and Carolyn Bolcar.

VI. Executive Session - BOE Candidate Selection

● At 7:42 p.m. Mrs. Zohn moved the following:

VII. Appointment/Oath of Office

● RESOLVED, that the Board of Education appoints Mrs. Susie Chu to the Board, for a term of January 27, 2020 to December 31, 2020.*

(*Remaining year of the seat’s term will be on the ballot in November 2020.)

On motion by Mr. Brezee, seconded by Mr. Bellish, the resolution was approved by a 6-1 roll-call vote. (Mr. Franco voted no.)

● The Oath of Office was administered by Mrs. Leonhardt to Mrs. Susie Chu.

VIII. Minutes

● Mrs. Zohn moved the following:

RESOLVED, that the Board of Education approves the public and executive session minutes of the January 6, 2020 Board Meeting.

The motion was seconded by Mrs. DiMaggio and approved by 7-0-1 roll-call vote. (Mrs. Chu abstained.)

X. President's Remarks – Mr. Christian Bellmann

Mr. Bellmann thanked the candidates for the board’s vacancy and reminded all of the upcoming November election for additional opportunities.

Mr. Bellmann spoke of the Strategic Planning kick off scheduled for tomorrow.

Mr. Bellmann expressed gratitude to Mrs. Brower as she retires.

Mr. Bellmann reminded all of the district Moms’ and Dads’ nights out.

XI. Superintendent’s Remarks – Dr. Matthew Mingle

In honor of school board recognition month, Dr. Mingle thanked the board for its service and encouraged board members to enjoy the snacks.

Dr. Mingle recognized student successes at the Association of Math Teachers of NJ state contest, Quiz Bowl, and the Central Jersey Music Educators Association Regional Orchestra tryouts.

● Finance, Operations and Security Committee - Mr. Brezee reported on the committee's January 13th meeting. Topics included Middle School field trips and 2021-2021 budget.

XV. Public Commentary (agenda items only)

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;

2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;

3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;

4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

On motion by Mrs. Zohn, seconded by Mrs. DiMaggio, the consent items A.1., through A.3., A.5., B.1., through B.4., and C.1. through C.17., were approved by a 7-0-1 roll-call vote. (Mrs. Chu abstained.)

On motion by Mr. Bellmann, seconded by Mr. Brezee, the consent item A.4. was approved by a 5-1-2 roll-call vote. (Mrs. Zohn voted no and Mrs. DiMaggio and Mrs. Chu abstained.)

RESOLVED, that the Board of Education approves the Student Safety Data System Summary Report submitted by the Superintendent for the period September 1, 2019 through December 31, 2019.

RESOLVED, that the Board of Education affirms the Superintendent’s determination regarding HIB Incident #6550.

A.5. Home Instruction

RESOLVED, that the Board of Education approves up to 10 hours per week of home instruction for Student #4137825245, beginning on or about January 24, 2020, for up to eight weeks, at a rate of $50 per hour, at a cost not to exceed $4,000.

WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it

RESOLVED, the Board of Education adjourns to closed session to discuss:

specific prospective or current employees unless all who could be adversely affected request an open session and

pending or anticipated litigation or contract negotiation and/or matters of attorney-client privilege regarding the bid award for the HVAC projects.

Action may be taken upon return to public session;

the length of the meeting is anticipated to be approximately 15 minutes; and be it

FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.

The motion was seconded by Mrs. DiMaggio and approved by unanimous voice vote.

Mrs. DiMaggio left the room at 8:35 p.m.

On motion by Mrs. Zohn, seconded by Mr. Brezee, the Board reconvened in open session at 8:53 p.m.

B. Finance/Operations/Transportation (Continued)

On motion by Mrs. Zohn, affirmed by Mr. Bellmann, the consent items B.5. was approved by a 5-1-1 roll-call vote. (Mr. Brezee voted no and Mrs. Chu abstained.)

B.5. HVAC Upgrades at Central and Angelo L. Tomaso Schools Project

WHEREAS, a recommendation was made by the Superintendent of Schools to the Warren Township Board of Education (“Board") to seek a contract for construction services for the HVAC Upgrades at Central and Angelo L. Tomaso Schools Project (hereinafter “Project”); and

 

WHEREAS, the Project was properly advertised to prospective bidders in accordance with N.J.S.A. 18A:18A-4; and

WHEREAS, on Friday, Jan. 17, 2020 the Board received the following bids from potential bidders in accordance with N.J.S.A.18A:18A-1, et seq.;

WHEREAS, Unitemp’s bid contained material defects and was disqualified as a result of the district’s attorney review; and

WHEREAS, Industrial Cooling Corporation’s bid has been reviewed by the design professionals and attorney and is the lowest and is responsive to the bid requirements for the Project,

 

NOW, THEREFORE:

BE IT RESOLVED, that the Board hereby awards the Project, both base bid and alternate, to Industrial Cooling Corporation for two million four hundred sixty-seven thousand dollars ($2,467,000.00). This contract and all of the project’s professional and ancillary fees are to be paid from the monies as authorized in the district’s referendum.
