A regular business meeting of the Board of Education was held this day at the Warren Middle School, 100 Old Stirling Road. The following is a record of that meeting.

I. CALL TO ORDER: The meeting was called to order at 7:00 p.m. by Board President

David Brezee.

Open Public Meeting Statement – Mr. Brezee read the following statement:

Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on January 8, 2019. This notice was on that date was posted on the Courier News, and TAP into Warren, all in accordance with the requirements of the Open Public Meetings Act.”

II. Pledge of Allegiance – Mr. Brezee led the assembly in the Pledge of Allegiance.

● Mrs. DiMaggio moved the following:

The motion was seconded by Mr. Bellmann and approved by 9-0 roll-call vote.

VI. President's Remarks – Mr. David Brezee

● Mr. Brezee welcomed all to the meeting and remarked on the positive feedback regarding the Strategic Plan sessions; he looks forward to the next steps.

● Mr. Brezee congratulated Mr. Bisci, Mrs. DiMaggio and Mrs. Zohn on their election to the board.

● Mr. Brezee wished Jan Donlay well on her retirement (Item C.3.).

VII. Superintendent’s Remarks – Dr. Matthew Mingle

● Dr. Mingle thanked all involved in the compilation of the Capital Improvement Plan, which is on tonight’s agenda for approval.

● Dr. Mingle thanked Mr. Brezee for his storage and delivery of Lions Club Thanksgiving dinners.

● Dr. Mingle referred to a proposed meeting of Superintendents and Board of Education presidents for Watchung Hills Regional High School and its sending districts.

VIII. Presentation

● Presentation of the 2018-2019 Audit - Steven McDermott of Suplee, Clooney & Company presented the district’s audit, which contained no recommendations.

● Recognition of Service - Mr. Brezee presented a Resolution of Appreciation to Dr. Chand as the leaves the Warren Township Board of Education and joins the Watchung Hills Regional High School Board of Education.

IX. Discussion

● Goals Update - Dr. Mingle focused on the Strategic Plan process, both the steps which have already occurred and those planned for the near future.

X. Committee Reports

● Personnel/Negotiations Committee - Mrs. Taylor reported on the evening’s Personnel Committee, at which a new position was approved by the committee for presentation to the board.

● Finance, Operations, Security Committee - Mr. Bellmann reported on the recent Finance Operations and Security Committee at which project statuses, the 2018-2019 audit, the Capital Improvement Plan and a review of Summer Fun financials were discussed.

XI. Public Commentary (agenda items only)

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

  1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
  2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
  3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
  4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

XII. Items for Board Consideration/Action

Mr. Franco made a motion to table motion A.4. until after the meeting’s Executive Session. Mr. Bellmann seconded the motion to table and the motion passed by a 8-0 roll-call vote.

Mr. Franco asked questions regarding motion D.1.

On motion by Mrs. DiMaggio, seconded by Mr. Bellmann, the consent items A.1., through A.3., B.1. through B.11., C.1. through C.13., and D.1. were approved by a 8-0 roll-call vote.

RESOLVED, that the Board of Education accepts the HIB Report submitted by the Superintendent for the period ending on October 28, 2019

A.2. Field Trip Destinations

RESOLVED, that the Board of Education hereby approves the following field trip destination for the 2019-2020 School Year:

A.3. Home Instruction

RESOLVED, that the Board of Education approves up to 10 hours per week of home instruction for the following:

b. Student #6951876656, beginning December 2, 2019 for four weeks, at a rate of $50 per hour, at a cost not to exceed $2,000.

B.8. Acceptance of the audit for the 2018-2019 School Year

WHEREAS, the Board of Education has engaged Suplee Clooney & Company of Westfield, NJ, to audit the district's Comprehensive Annual Financial Report (CAFR) for the fiscal year ended June 30, 2019, in compliance with N.J.S.A.18A:23-1 et seq, and,

WHEREAS, this audit has been completed and the CAFR filed with the State Department of Education and submitted to the Warren Township Board of Education along with a synopsis of the audit report and recommendations, which synopsis and recommendations are available for public review, and,

B.10. Joint Agreement between CCESC and Warren Township BOE

RESOLVED, that the Board of Education approves entering into a General Services contract between Camden County Educational Services Commission (CCESC) and the Warren Township Board of Education, with an associated 5% administrative fee.

B.11. Middle School Partial Roof Replacement Project - Rejection of Bids

WHEREAS, the Warren Township School District solicited bids for its Middle School Partial Roof Replacement Project as authorized by the Warren Township Board of Education (“Board”) at its July 15, 2019 meeting; and

WHEREAS, the Project was properly advertised to prospective bidders in accordance with N.J.S.A. 18A:18A-4; and

WHEREAS, on Friday, November 15, 2019 the Board received bids in accordance with N.J.S.A.18A:18A-1, et seq.;

HOWEVER, whereas the lowest bidder withdrew its bid, the next two lowest bids had material defects and all other bidders were above the project’s budget; and

WHEREAS, in accordance with N.J.S.A. 18A:18A-22, a Board may reject all bids for one of a specified list of reasons which includes the lowest bid exceeding the cost estimate;

NOW, THEREFORE:

BE IT RESOLVED, that the Board hereby rejects all bids for the reasons as noted above, and

BE IT FURTHER RESOLVED, that the Board hereby authorizes the project be re-bid and published and distributed pursuant to New Jersey Public Contract Laws, N.J.S.A. 18A:18A-1, et seq
