A regular business meeting of the Board of Education was held this day at the Warren Middle School, 100 Old Stirling Road. The following is a record of that meeting.

I. CALL TO ORDER: The meeting was called to order at 7:00 p.m. by Board President

David Brezee.

Open Public Meeting Statement – Mr. Brezee read the following statement:

Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on January 8, 2019. This notice was on that date was posted on the Courier News, and TAP into Warren, all in accordance with the requirements of the Open Public Meetings Act.”

II. Pledge of Allegiance – Mr. Brezee led the assembly in the Pledge of Allegiance.

III. Roll Call

IV. Executive Session

● At 7:01 p.m. Mrs. DiMaggio moved the following:

WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it

RESOLVED, the Board of Education adjourns to closed session to discuss:

a collective bargaining agreement and/or negotiations related to it and

pending or anticipated litigation or contract negotiation and/or matters of attorney-client privilege

Action will be taken upon return to public session;

the length of the meeting is anticipated to be approximately 20 minutes; and be it

FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists

The motion was seconded by Mrs. Zohn and approved by unanimous voice vote.

On motion by Mrs. DiMaggio, seconded by Mrs. Zohn, the Board reconvened in open session at 7:32 p.m.

RESOLVED, that the Board of Education approves the public and private session minutes of the July 15, 2019 Board Meeting.

The motion was seconded by Mrs. Zohn and approved by 5-0 roll-call vote.

VII. President's Remarks – Mr. David Brezee

Mr. Brezee welcomed all to this last meeting before the start of school.

Mr. Brezee provided an update regarding the proposed regional Board of Education Presidents meeting.

Mr. Breeze reported on his attendance at the township committee meeting, reading a statement regarding PILOT revenue.

Mr. Breeze reflected on the district-wide summer facility work, congratulating all those involved.

VIII. Superintendent’s Remarks – Dr. Matthew Mingle

Dr. Mingle reported on the new parental re-registration process, which is a requirement for schedule and bus information access.

Dr. Mingle invited all Board of Education members to the staff welcome back on Wednesday, August 28th at 8:30 a.m.

Dr. Mingle reminded all about the new staff Meet and Greet to be held before the Board of Education meeting on Tuesday, September 4th at 6:30 p.m.

● Board & District Goals - Dr. Mingle provided an overview of the proposed goals. The board discussed.

XI. Committee Reports

● Curriculum, Communications and Technology Committee - Mrs. DiMaggio reported on the evening’s committee meeting, which reviewed curriculum, the Math pilot and the August Professional Development Agenda.

● Finance, Operations, Security Committee - Mr. Breeze reported on the recent meeting which reviewed the note sale, the review of the Capital Improvement Plan, the Capital Reserve Deposit, School Resource Officer review, facilities projects and Safety Grant repurposing.

XII. Public Commentary (agenda items only)

Note on public input at BOE meetings: Board Policy #0167, adopted on June 18, 2018, provides for public participation in Board of Education meetings. Such participation is governed by the following rules:

  1. A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name, address, and group affiliation, if applicable;
  2. Each statement made by a participant shall be limited to three minutes’ duration. If necessary, the public comment portion of the meeting may be extended fifteen minutes with Board approval;
  3. No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard;
  4. All statements, questions, or inquiries shall be directed to the presiding officer and any questions or inquiries directed by a participant to another Board member shall be redirected to the presiding officer who shall determine if such statement, question, or inquiry shall be addressed by the presiding officer on behalf of the Board;

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

Mrs. Zohn asked that motion C.9. be pulled for separate vote.

Mrs. Taylor asked a question regarding motion C.17. Accordingly, some minor wordsmithing occurred..

On motion by Mrs. DiMaggio, seconded by Mrs. Zohn, the consent items A.1. through A.3., B.1. through B.11., C.1. through C.8., and C.10. through C.24, were approved by a 5-0 roll-call vote.

On motion by Mrs. DiMaggio, seconded by Mrs. Zohn, the consent item C.9., was approved by a 4-1 roll-call vote. (Mrs. Zohn voted nay.)

A.1. HIB Report

RESOLVED, that the Board of Education accepts the HIB Report submitted by the Superintendent for the period ending on July 15, 2019.

A.2. Tuition Out-of-District - ESY

RESOLVED, that the Board of Education approves the out-of-district placement for ESY for Student #5076374904, to Long Hill Public School, beginning on June 28, 2019 through August 2, 2019, at a cost of $4,500.

A.3. Bedside Instruction

RESOLVED, the Board of Education approves bedside instruction through Union County Educational Services Commission of New Jersey for Student #2725435926, beginning September 3, 2019 through December 31, 2019, at a weekly rate of $755, at a cost not to exceed $13,590.

B.1. Payment of Bills

RESOLVED, that the Board of Education approves the payment of bills for the month of August 2019 in the amount of $2,927,265.58.

B.2. Travel Approval

Whereas, in accordance with State of New Jersey School District Accountability Act (A-5) and the Warren Township Schools’ Policy 6471-School District Travel, travel by school district employees and Board of Education members must be approved in advance.

RESOLVED, that the Board of Education hereby accepts Extraordinary Aid funding from the 2018-2019 school year in the amount of $319,942.

RESOLVED, that the Board of Education approves an increase to the 2019-2020 budget to recognize 2018-2019 Extraordinary Aid in the amount of $319,942 and allocates the $169,942 which is above the budgeted $150,000 as follows:
