Skip NavigationA regular business meeting of the Board of Education was held this day at the Warren Middle School, 100 Old Stirling Road. The following is a record of that meeting.
I. CALL TO ORDER: The meeting was called to order at 6:44 p.m. by Board President
David Brezee.
Open Public Meeting Statement – Mr. Brezee read the following statement:
Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on October 25, 2018. This notice was on that date was posted on the Courier News, and TAP into Warren, all in accordance with the requirements of the Open Public Meetings Act.”
II. Pledge of Allegiance – Mr. Brezee led the assembly in the Pledge of Allegiance.
III. Roll Call
Present: Lisa DiMaggio, Andrea Freijomil, Ayanna Taylor-Venson, Patricia Zohn and David Brezee
Absent: Paige Albano, Christian Bellmann and Ilana Goldstein
Also Present: Dr. Matthew Mingle, Superintendent, and Patricia Leonhardt, Board Secretary, and members of the public and press.
Mrs. Sarosy arrived at 7:10 p.m.
IV. Executive Session
● At 6:45 p.m. Mrs. DiMaggio moved the following:
WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it
RESOLVED, the Board of Education adjourns to closed session to discuss:
pending or anticipated litigation or contract negotiation and/or matters of attorney-client privilege, and
specific prospective or current employees unless all who could be adversely affected request an open session
Action will be taken upon return to public session;
the length of the meeting is anticipated to be approximately 30 minutes; and be it
FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.
The motion was seconded by Mrs. Freijomil and approved by unanimous voice vote.
On motion by Mrs. DiMaggio, seconded by Mrs. Freijomil, the Board reconvened in open session at 7:04 p.m.
IV. Minutes
● Mrs. DiMaggio moved the following:
RESOLVED, that the Board of Education approves the public and private session minutes of the October 15, 2018 Board Meeting.
The motion was seconded by Mrs. Freijomil and approved by 4-0-1 roll-call vote.
(Mrs. Zohn abstained.)

VI. President's Remarks - Mr. David Brezee
Mr. Brezee thanked the Central School PTO for its generous donation (B.3.) and board members for their flexibility in attempts to arrange a meeting at which representatives from the Township can attend.
VII. Superintendent’s Remarks - Dr. Matthew Mingle
Dr. Mingle reported that efforts are still underway to schedule the Township’s attendance at an upcoming Board of Education meeting..
In addition to reminding everyone to vote tomorrow, Dr. Mingle mentioned the NJSBA Delegate Assembly to be held on November 17th. If any board members can attend, it is requested that they please let administration know.
Dr. Mingle called attention to motion A.2., which is a reformatted Middle School 8th grade field trip, and comes at a reduced price.
Lastly, the Middle School Boys and Girls Soccer teams were both congratulated for making it to their championship finals, with the girls winning their game.
VIII. Presentations
● Safety and Security Update - Mr. Berry, the district’s Security Program Compliance Manager, provided an overview of recent Security Initiatives in the district.
IX. Discussion
● Whole Child Priorities - The board discussed those tenets prioritized by the committees and the next steps in the process.

XI. Public Commentary (agenda items only)
Note on public input at BOE meetings: Board Policy #9322, adopted on January 21, 2013, provides for and encourages public participation in Board of Education meetings. Such participation is governed by the following rules:
- A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name and place of residence;
- Each statement made by a participant shall be limited to three minutes’ duration (limit may be adjusted at the discretion of the presiding officer as circumstances dictate);
- No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard; and
- All statements shall be directed to the presiding officer—no participant may address or question Board members individually.
The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

XII. Items for Board Consideration/Action
Both Mrs. Zohn and Mrs. Freijomil asked that A.2. be pulled for discussion and separate vote.
On motion by Mrs. DiMaggio, seconded by Mrs. Freijomil, the consent items A.1., A.3., A.4., B.1. through B.5., and C.1. through C.12., were approved by a 6-0 roll-call vote.
The board discussed their views on the Middle School trips (motion A.2.).
On motion by Mrs. DiMaggio, seconded by Mrs. Freijomil, the consent item A.2., was approved by a 5-1 roll-call vote. (Mrs. Zohn voted nay.)
A. Education
A.1. HIB Report
RESOLVED, that the Board of Education accepts the HIB Report submitted by the Superintendent for the period ending on October 15, 2018.
A.2. Overnight Trips
RESOLVED, that the Board of Education approves the Warren Middle School overnight trips as follows:
a. Grade 8 Historical Trip to Washington, D.C., May 30-31, 2019.
b. Grade 7 Environmental Trip to Fairview Lakes YMCA Camp, May 30-31, 2019.
A.3. Standardized Testing Schedule
RESOLVED, that the Board of Education approves the 2018-2019 standardized assessment schedule.
A.4. 2019-2020 Calendar
RESOLVED, that the Board of Education approves the 2019-2020 calendar.
B. Finance/Operations/Transportation
B.1. Payment of Bills
RESOLVED, that the Board of Education approves the payment of bills for the month of October 2018 in the amount of $4,074,066.22. (This motion supersedes the previous motion from October 15, 2018.)
B.2. Travel Approval
Whereas, in accordance with State of New Jersey School District Accountability Act (A-5) and the Warren Township Schools’ policy number 4133-Travel and Work Related Expense Reimbursement, travel by school district employees and Board of Education members must be approved in advance.
Now Therefore Be It RESOLVED, the Warren Township Schools Board of Education approves the following expenses for faculty, staff, administrators, and board members for seminars, conferences and workshops. The expense includes travel costs, if applicable:

B.3. Donation - Central School PTO
RESOLVED, that the Board of Education accepts, with gratitude, a donation totaling $1,080 to be used for a Central School third grade yoga program.
B.4. Comprehensive Maintenance Plan
RESOLVED, that the Board of Education approves the following motion:
Whereas, the Department of Education requires New Jersey School Districts to submit the Comprehensive Maintenance Plan (CMP) and the Annual Maintenance Budget Amount Worksheet (M-1) documenting "required" maintenance activities for each of its public school facilities, and
Whereas, the required maintenance activities as listed in the attached document for the various school facilities of the Warren Township Schools are consistent with these requirements, and
Whereas, all past and planned activities are reasonable to keep school facilities open and safe for use or in their original condition and to keep their system warranties valid, and
Now, therefore be it resolved that the Warren Township School District hereby authorizes the School Business Administrator to submit the Comprehensive Maintenance Plan (CMP) and the Annual Maintenance Budget Amount Worksheet (M-1) for the Warren Township Schools in compliance with Department of Education requirements.

● Team Recognition - Mrs. Freijomil asked a question about banners for championship teams.
● StopIt Application - Mrs. Freijomil noted the StopIt Application installation.
● Board of Education Presentations - Mrs. Taylor requested a mid year presentation on the district’s active learning spaces, including data. After discussion, Mrs. Taylor moved the following:
RESOLVED, that the Board of Education includes a mid year presentation on the impact of active learning spaces and their impact on student achievement.
Seconded by Mrs. Zohn, the motion was approved by a 5-1 roll-call vote. (Mrs. Sarosy voted nay.)
● Policy 0155 (Board Committees) - After much discussion it was determined that there was not sufficient support for a bylaw change as suggested.
Mrs. Sarosy made the following motion:
RESOLVED, that the Board of Education approves the tabling of the discussion regarding Policy 0155 for another time in the future.
Seconded by Mrs. Taylor, the motion to table was approved by a 5-0-1 roll-call vote.
(Mrs. Zohn abstained.)
The board discussed the potential for an ad hoc committee, with Mrs. Sarosy moving the following:
RESOLVED, that the Board of Education approves the establish of an ad hoc committee for strategic planning.
Seconded by Mrs. Taylor, the motion failed by a 2-4 roll-call vote. (Mrs. Sarosy and Mrs. Taylor voted aye. Mrs. DiMaggio, Mrs. Freijomil, Mrs. Zohn and Mr. Brezee voted nay.)

● At 9:11 p.m. Mrs. DiMaggio moved the following:
WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it
RESOLVED, the Board of Education adjourns to closed session to discuss:
protection of public safety and property and/or investigations of possible violations or violations of law
Action will not be taken upon return to public session;
the length of the meeting is anticipated to be approximately 5 minutes; and be it
FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.
The motion was seconded by Mrs. Freijomil and approved by unanimous voice vote.
On motion by Mrs. DiMaggio, seconded by Mrs. Freijomil, the Board reconvened in open session at 9:14 p.m.
XVI. Adjourn
On motion by Mrs. DiMaggio, seconded by Mrs. Freijomil, the meeting adjourned at
9:17 p.m.
