A regular business meeting of the Board of Education was held this day at the Warren Middle School, 100 Old Stirling Road. The following is a record of that meeting.

I. Call to Order: The meeting was called to order at 7:00 p.m by Board President, Tia Allocco.

Open Public Meeting Statement - Mrs. Allocco read the following statement:

Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on January 4, 2017. This notice was on that date was posted on the Courier News, and TAP into Warren, all in accordance with the requirements of the Open Public Meetings Act.”

II. Pledge of Allegiance - Mrs. Allocco led the assembly in the Pledge of Allegiance.

III. Roll Call

IV. Minutes

Mr. deMontagnac moved the following:

RESOLVED, that the Board of Education approves the public and private session minutes of the October 16, 2017 Board Meeting.

The motion was seconded by Mr. Brezee and approved by 7-0 roll-call vote.

VI. President's Remarks

Mrs. Allocco welcomed all and started with congratulations for the Middle School’s boys’ and girls’ soccer teams who both advanced to their league championship games, with the girls emerging as victors in their game. The teams will be recognized at the board’s May meeting.

Mrs. Allocco mentioned attendance at last week’s NJSBA Workshop, which will be discussed under New Business.

Mrs. Allocco noted the article in the Warren Township News in which Mayor Carolann Garafola references the Board of Education.

Lastly, Mrs. Allocco thanked all who volunteered at the schools’ Trunk or Treat events.

VII. Superintendent’s Remarks

Dr. Mingle also congratulated both soccer teams on their success.

Dr. Mingle noted the Online Safety Seminar to be presented on November 20th at 7:00 p.m. at the Middle School. RSVPs are encouraged.

Dr. Mingle referenced the banners celebrating Woodland School’s Blue Ribbon recognition which are hanging at two locations in the township. Dr. Mingle reminded all about the celebration to be held on November 30th.

VIII. Presentation

  • Alternate Observation Process - Mr. Kimmick provided an overview of this optional process. The board asked follow up questions.

IX. Discussion

  • 2018-2019 Calendar Draft - Dr. Mingle discussed the proposed calendar.
  • 7th and 8th Grade Overnight Trips - Dr. Mingle reviewed the trip and board members held follow up discussion.

XI. Public Commentary (agenda items only)

Note on public input at BOE meetings: Board Policy #9322, adopted on January 21, 2013, provides for and encourages public participation in Board of Education meetings. Such participation is governed by the following rules:

  • A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name and place of residence;
  • Each statement made by a participant shall be limited to three minutes’ duration (limit may be adjusted at the discretion of the presiding officer as circumstances dictate);
  • No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard; and
  • All statements shall be directed to the presiding officer—no participant may address or question Board members individually.

The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

  • Heather Silver, Quail Run, referenced the proposed calendar and the possibility of incorporating a full week off.

Mrs. Zohn asked that motion A.2. be pulled for separate vote.

On motion by Mr. deMontagnac, seconded by Mr. Brezee, the consent items A.1., and A.3., B.1., through B.6., and C.1., through C.6., were approved by a 9-0 roll-call vote.

On motion by Mr. deMontagnac, seconded by Mr. Brezee, the consent item A.2., was approved by 8-0-1 roll-call vote. (Mrs. Zohn abstained.)

A. Education

A.1. HIB Report

RESOLVED, that the Board of Education approves the HIB Report submitted by the Superintendent for the period ending on October 26, 2017.

A.2. Overnight Trips

RESOLVED, that the Board of Education approves the Warren Middle School overnight trips as follows:

a. Grade 8 Historical Trip to Camden and Philadelphia, May 31 - June 1, 2018.

b. Grade 7 Environmental Trip to Fairview Lakes YMCA Camp, May 31 - June 1, 2018.

A.3. Fieldwork Site

RESOLVED, that the Board of Education approves the Clinical Affiliation Agreement with Kean University to secure Warren Township Schools as a fieldwork site to provide supervised clinical educational experiences in occupational therapy for the 2018 calendar year.

B.4. Travel Approval

Whereas, in accordance with State of New Jersey School District Accountability Act (A-5) and the Warren Township Schools’ policy number 4133-Travel and Work Related Expense Reimbursement, travel by school district employees and Board of Education members must be approved in advance.

All of the above travel has been approved by the Superintendent. The School Business Administrator shall track and record these costs to insure that the maximum amount is not exceeded.

B.5. Maintenance Reserves Withdrawal

RESOLVED, that the Board of Education approves a withdrawal from Maintenance Reserves in the amount of $27,360, for the purposes of contracting with Hendershot Construction Co, Inc for exterior painting and repairs to the district’s Maintenance and Transportation building.

B.6. Comprehensive Maintenance Plan (CMP)

RESOLVED, that the Board of Education approves the following motion:

Whereas, the Department of Education requires New Jersey School Districts to submit the Comprehensive Maintenance Plan (CMP) and the Annual Maintenance Budget Amount Worksheet (M-1) documenting "required" maintenance activities for each of its public school facilities, and

Whereas, the required maintenance activities as listed in the attached document for the various school facilities of the Warren Township Schools are consistent with these requirements, and

Whereas, all past and planned activities are reasonable to keep school facilities open and safe for use or in their original condition and to keep their system warranties valid, and

Now, therefore be it resolved that the Warren Township School District hereby authorizes the School Business Administrator to submit the Comprehensive Maintenance Plan (CMP) and the Annual Maintenance Budget Amount Worksheet (M-1) for the Warren Township Schools in compliance with Department of Education requirements

C.1. Crisis Prevention Intervention (CPI) Building Teams

RESOLVED, that the Board of Education approves the following staff as Crisis Prevention Intervention Building Team members. Each staff member will receive an annual amount of $500 stipend per the WTEA Collective Bargaining Agreement. The stipend will be rewarded upon verified completion of the Crisis Prevention Intervention training. For a total cost not to exceed $19,000.00.

C.2. Leave Request

RESOLVED, that the Board of Education approves the following:

a. Employee #3159 for leave (paid and unpaid according to legal and contractual entitlement), from on or about February 20, 2018 through on or about May 25, 2018.

b. Employee #1598 for extended leave (unpaid according to legal and contractual entitlement), from October 23, 2017 through on or about October 30, 2017.

c. Employee #1328 for extended leave (paid according to legal and contractual entitlement), from October 30, 2017 through November 3, 2017.

C.3. Nursing Plans

RESOLVED, that the Board of Education approves the 2017-2018 Nursing Plans for Angelo L. Tomaso School, Central School, Mount Horeb School, Woodland School and Warren Middle School.

C.4. Employment for the 2017-2018 School Year

RESOLVED, upon recommendation from the Superintendent that the Board of Education approve the following Personnel items including the emergent employment of the following employees (indicated by *) conditional upon the final approval by the New Jersey Department of Education, for the 2017-2018 school year and the Board further authorizes the submission of an application for emergency hiring pursuant to N.J.S.A. 18A:6-7.1, et. Seq., N.J.S.A. 18A:6.14.12, et. Seq.”

    1. Joan Lo Iacono, Leave Replacement Teacher, Warren Middle School, MA, Step 11-12 of the 2017-2018 salary guide, $69,751 (prorated), effective November 6, 2017 through on or about January 2, 2018, which is not creditable service toward tenure acquisition. (Ms. Lo Iacono will be LRT for Employee #3182.)
    2. Kristen Carleen, Speech Therapist, Warren Middle School, MA, Step 6-8 of the 2017-2018 salary guide, $67,166 (prorated), effective November 20, 2017 through June 30, 2018. (Ms. Carleen replaces Suzanne Aldrich.)

C.5. Student Teacher

RESOLVED, that the Board of Education approves Rachel Kant, student at William Paterson University, to complete student teaching clinical practice from January 18, 2018 through May 3, 2018 at Central School.

C.6. Retirement/Resignation

RESOLVED, that the Board of Education approves the retirement/resignation of the following staff:

    1. Kathryn Gausz, Grade 6 Math Teacher, Warren Middle School, for the purpose of resignation, effective January 1, 2018.

XIII. Unfinished Business

  • Club Registrations - Mrs. Zohn requested follow up regarding club registrations.

XIV. New Business

  • NJSBA Workshop - Those board members who attended the NJSBA Workshop reported on the highlights.
  • District Strengths Communication - Mrs. Albano referenced enhanced exposure regarding the district’s strengths, in light of private school enrollment.

  • Heather Silver, Quail run, referenced the club registration process.
