A regular business meeting of the Board of Education was held this day at the Warren Middle School, 100 Old Stirling Road. The following is a record of that meeting.
I. CALL TO ORDER: The meeting was called to order at 7:00 p.m. by Board President Tia Allocco.
Open Public Meeting Statement – Mrs. Allocco read the following Statement:
Re: Chapter 231 P.L. 1975: “The adequate notice of this regular meeting as required by the open public meetings act was provided by the posting, mailing/delivery, and filing of this notice on January 5, 2016. This notice was on that date posted on the bulletin board in the Township Office, mailed to the Courier News and the Echoes Sentinel, and TAP into Warren, and filed with the Township Clerk of the Township of Warren, all in accordance with the requirements of the Open Public Meetings Act.”
II. Pledge of Allegiance – Mrs. Allocco led the assembly in the Pledge of Allegiance.
III. Roll Call
Present: Paige Albano, Len deMontagnac, Andrea Freijomil, Kathy Helewa, and Tia Allocco
Absent: Celeste Campos and Jim Sena
Also Present: Dr. Matthew Mingle, Superintendent, Patricia Leonhardt, Board Secretary,
and members of the public and press.
Mrs. DiMaggio and Dr. Schiller arrived at 7:02 P.M, after the motion for acceptance of the minutes.
IV. Minutes
Mrs. Freijomil moved the following:
- RESOLVED, that the Board of Education approves the public and private session minutes of June 27, 2016 Board Meeting.
The motion was seconded by Mrs. Albano and approved by 4-0-1 roll-call vote. (Mr. deMontagnac abstained.)

VI. President's Remarks – Tia Allocco
Mrs. Allocco thanked Dr. Mingle for the robust updates he has been providing to the board.
Additionally, she thanked Mr. Kimmick for his hard work in creating the Digital Learning Plan.
VII. Superintendent’s Remarks - Matt Mingle
Dr. Mingle reported on:
- The newly required water testing, which the district will process beyond the legal requirements
- 2016-2017 hiring, with most positions finalized
- The Summer Fun Program, which had record enrollment, number of courses offered and revenue.
- The Middle School Generator Replacement Project, which is now required to go before the Planning Board.
VIII. Committee Reports
Dr. Schiller reported on the recent Policy Committee, the work product of which is on this evening’s agenda.
Mr. deMontagnac reported on the Finance Committee which discussed the Generator Replacement Project, Capital Improvement Plan, Visitor Management System, Security Action Plan, and water testing.

X. Public Commentary (including opportunity to speak about items for Board Consideration/Action)
Note on public input at BOE meetings: Board Policy #9322, adopted on April 14, 2008, provides for and encourages public participation in Board of Education meetings. Such participation is governed by the following rules:
- A participant must be recognized by the presiding officer and must preface comments by an announcement of his/her name and place of residence;
- Each statement made by a participant shall be limited to three minutes’ duration (limit may be adjusted at the discretion of the presiding officer as circumstances dictate);
- No participant may speak more than once on the same topic until all others who wish to speak on that topic have been heard; and
- All statements shall be directed to the presiding officer—no participant may address or question Board members individually.
The portion of the meeting during which participation of the public is invited shall be limited to fifteen minutes (limit may be adjusted at the discretion of the presiding officer as circumstances dictate).

XI. Items for Board Consideration/Action
Mrs. Helewa requested that item A.2. be pulled for discussion and separate vote.
Mr. deMontagnac asked a question regarding a budget transfer.
On motion by Mrs. Freijomil seconded by Mrs. Helewa the consent items A.1., A.3. and A.4., B.1. through B.4., C.1. through C.4. and D.1., were approved by a 7-0 roll-call vote.
The board then discussed item A.2.
On motion by Mrs. Freijomil seconded by Mrs. Albano the consent item A.2., was approved by 7-0 roll-call vote.
A. Education
A.1. HIB Report
RESOLVED, that the Board of Education approves the HIB Report submitted by the Superintendent for the period ending on August 4, 2016.
A.2. Board Goals
RESOLVED, that the Board of Education approves the Board Goals for the 2016-2017 school year as follows:
a. Refresh the district mission statement by focusing on the whole child, whole school, and whole community approach to education.
b. Continually create and support an environment where a definition of student achievement and how we measure it empowers the whole child.
c. Establish a clear line of communication to keep all stakeholders fully informed on matters of board business and other district news by maintaining effective board discussions and decision-making processes.
A.3. Digital Learning Plan 2016-2019
RESOLVED, that the Board of Education approves the Digital Learning Plan (2016-2019) for submission to the Somerset County Executive County Superintendent.
A.4. Tuition Out Student
RESOLVED, that the Board of Education approves the out of district placement for Student #6440285665, to Bernards Township Public Schools, beginning September 1, 2016 through June 30, 2017, at a cost not to exceed $63,680.

FURTHER RESOLVED, in compliance with law and code, the Board of Education certifies that, after review of the secretary's monthly financial report (appropriation section), to the best of its knowledge, no major account or fund has been over expended in violation of law and code and that sufficient funds are available to meet the district's financial obligations for the remainder of the year.

B.3. Travel Approval
Whereas, in accordance with State of New Jersey School District Accountability Act (A-5) and the Warren Township Schools’ policy number 4133-Travel and Work Related Expense Reimbursement, travel by school district employees and Board of Education members must be approved in advance.
Now Therefore Be It RESOLVED, the Warren Township Schools Board of Education approves the following expenses for faculty, staff, administrators, and board members for seminars, conferences and workshops. The expense includes travel costs, if applicable: (Updates are reflected in bold.)

All of the above travel has been approved by the Superintendent. The School Business Administrator shall track and record these costs to insure that the maximum amount is not exceeded.
B.4. Approval of Engineer
RESOLVED, that the Board of Education approves Page Engineering Consultants for work required for the Middle School Generator Replacement Project, at an hourly rate of $200 per hour, at a cost not to exceed $5,000.

C.1. Employment for the 2016-2017 School Year
RESOLVED, upon recommendation from the Superintendent that the Board of Education approve the following Personnel items including the emergent employment of the following employees (indicated by *) conditional upon the final approval by the New Jersey Department of Education, for the 2016-2017 school year and the Board further authorizes the submission of an application for emergency hiring pursuant to N.J.S.A. 18A:6-7.1, et. Seq., N.J.S.A. 18A:6.14.12, et. Seq.” (Updates are reflected in bold.)
a. Nicole Ravettina, Speech Therapist, Mt. Horeb School, MA+30, Step 3-4 of the 2016-2017 salary guide, $70,488, effective September 1, 2016 through June 30, 2017.
b. Jessica Nathan, Grade 1 Teacher, Angelo L. Tomaso School, MA, Step 1 of the 2016-2017 salary guide, $62,722, effective September 1, 2016 through June 30, 2017.
c. Stephanie Cohen, Grade 4 Teacher, Central School, MA Step 3-4 of the 2016-2017 salary guide, $64,614, effective September 1, 2016 through June 30, 2017
d. Michelle Wegener, transfer from Grade 1 Teacher to Grade 4 Teacher, Angelo L. Tomaso School, effective September 1, 2016 through June 30, 2017.
e. Jennifer Pote, Leave Replacement Teacher, Angelo L. Tomaso School, MA, Step 2 of the 2016-2017 salary guide, $63,668 (prorated), effective September 1, 2016 through on or about December 2, 2016. (She will be LRT for Employee #2951.)
f. Kristina Traynor, Kindergarten Teacher, Woodland School, BA+15, Step 3-4 of the 2016-2017 salary guide, $61,677, effective September 1, 2016 through June 30, 2017.
g. David Dante, Jr., Transportation Driver, District, 5 hours per day, $18 per hour, at an annual salary of $16,200, effective September 1, 2016 through June 30, 2017.

RESOLVED, that the Board of Education approves the following to be appointed as substitute teacher for the 2016-2017 school year:

C.3. Movement on the Guide
RESOLVED, that the Board of Education approves the following staff for amended placements on the 2016-2017 salary guide: (Updates are reflected in bold.)
a. Michelle Antonelli, with congratulations, for movement from MA to MA+15, effective September 1, 2016.
b. Donna Bardy, with congratulations, for movement from MA+15 to MA+30, effective September 1, 2016.
c. Christine Rzasa, with congratulations, for movement from MA+30 to MA+45, effective September 1, 2016.
d. Lindsey Schreck, with congratulations, for movement from BA+15 to MA, effective September 1, 2016.
e. Nicole Panos, with congratulations, for movement from MA+30 to MA+45, effective September 1, 2016.
C.4. Resignation
RESOLVED, that the Board of Education approves the resignation of the following staff:
a. Shannon O’Shea, World Language Teacher, Woodland School, for the purpose of resignation with appreciation for her 13 years of service to the Warren Township students, effective October 1, 2016.

RESOLVED, that the Board of Education approves the first reading of the following policies:

XII. Old Business
Mr. deMontagnac requested that the district’s new Security Program Compliance Manager attend an upcoming board meeting.

XIV. Public Commentary
- David Brezee, Berkshire Drive, requested to review the Digital Learning Plan and Mrs. Freijomil asked a follow up regarding the timeline for distribution.
XV. Executive Session
At 7:26 p.m. Mrs, Freijomil moved the following:
WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to discuss certain matters, now, therefore be it
RESOLVED, the Board of Education adjourns to closed session to discuss:
a matter rendered confidential by federal or state law
a collective bargaining agreement and/or negotiations related to it
protection of public safety and property and/or investigations of possible violations or violations of law
specific prospective or current employees unless all who could be adversely affected request an open session
Action will not be taken upon return to public session;
the length of the meeting is anticipated to be approximately 45 minutes; and be it
FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no longer exists.
The motion was seconded by Mrs. DiMaggio and approved by unanimous voice vote.
On motion by Mrs. Freijomil, seconded by Dr. Schiller, the Board reconvened in open session at 7:51 p.m.
XVI. Adjourn
On motion by Mrs. Freijomil, seconded by Mrs. Albano, the meeting adjourned at 7:52 p.m.
