The superintendent shall make certified staff assignments in the manner best calculated, in his/her judgment, to enhance the educational program.
The basic consideration in the assignment of professional personnel in the Warren Township schools is maximizing of educational opportunities for children. The Board recognizes that the appropriateness of the assignment will have a significant impact on the morale of the professional staff and, consequently, the effectiveness of the total educational program.
Assignments shall operate within the parameters of law and negotiated agreement. Instructional personnel shall be assigned on the basis of their qualifications, the needs of the district, and their expressed desires. When it is not possible to meet all three considerations, personnel shall be assigned first in accordance with the need of the district, second, where the administrator feels the employee is most qualified to serve, third, as to expressed preference of employees in seniority rank---all other things being equal.
Teaching, supervisory, administrative and support personnel are subject to assignment and transfer after recommendation of the superintendent and approval by the board of education. Procedures for such assignments and transfers shall comply with provisions of current negotiated agreements and state and federal law. Disciplinary transfers are prohibited. Particular attention shall be paid to ensuring that there shall be equivalence of teachers and administrative staff among the schools.
